The President of the European Commission, Ursula von der Leyen, in a letter sent to EU leaders before the European Council on October 17-18, stated that they plan to create similar migrant centers as those of the Italian-Albanian agreement.
"We should also continue to explore possible avenues to follow in relation to the idea of developing repatriation centers outside the EU, especially in view of a new legislative proposal on repatriations. With the launch of the operations foreseen by the Italy-Albania protocol, we will also be able to learn practical lessons", writes Von der Leyen, according to tgcom24.it.
She asks EU heads of state and government to "work in innovative ways to fight illegal migration".
"We have already committed to review, by next year, the concept of designated safe third countries. UNHCR and IOM are ready to work with the EU in an approach that includes the whole process, helping those seeking asylum without having to undertake dangerous journeys across the Mediterranean", emphasizes von der Leyen, thus referring to centers outside the EU. and the Italy-Albania model.
"Improving readmission cooperation is an EU interest that should be well reflected in our relations with partner countries," she adds.
"Iraq, Bangladesh and The Gambia are all cases where engagement with partners under Article 25a of the Visa Code has helped stimulate action," she says, indicating that "the EU must be ready to use its influence not only on the policy of visas, but also in other areas, such as trade".
"In general, we must continue to follow a global approach to migration management. This should combine strong internal and external action, with more effective protection of the EU's external borders and a determined fight against migrant smuggling, tackling the exploitation of migration as a hybrid threat, increasing returns and develop mutually beneficial global partnerships that help address the root causes of migration, supporting the EU's objectives regarding visa alignment and readmission policy ," adds Von der Leyen.
"Increasing opportunities for legal migration would help partners work to combat illegal migration and contribute to meeting the needs of the Union's labor market.
This is a series of European solutions to a European challenge. An intensive legislative and operational agenda awaits us and we must ensure that our resources match our ambitions", she concludes.
