The General Prosecutor's Office has published today the balance of criminal interference for the May 11 elections; the investigations include 47 proceedings in 12 districts of the country.
The General Prosecutor's Office has published the balance sheet for electoral crimes that occurred during the May 11 process, reporting 107 criminal charges and 7 arrests in flagrante delicto for election-related offenses.
According to official data, investigations are mainly focused in Tirana and Dibër, while criminal proceedings have been opened in all regions of the country.
According to the report published on May 24, the sources of the reports were different: the judicial police referred 64 cases, SPAK 17 cases, political entities 9 cases, 11 mainly initiated reports, while citizens filed 6 reports.
Of these, 47 criminal proceedings have been registered for offenses including vote buying, obstruction of voting, falsification of electoral documents, and other serious violations.
Tirana leads with 33 reports, followed by Dibra with 17 and Elbasan with 12. Arrests were made in Tirana, Elbasan, Lezhë and Fier, while criminal proceedings were opened in all regions, with a greater concentration in Fier (7 proceedings), Elbasan (9 proceedings) and Dibra (7 proceedings). Investigations related to abuse of office are also reported, raising suspicions of the involvement of public officials in the manipulation of the electoral process.

From the above reports, a total of 47 criminal proceedings were registered for the criminal offenses provided for by articles 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a and 332/a of the Criminal Code.
Criminal proceedings have been registered at the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier, a total of 7 proceedings, 2 proceedings for the criminal offense provided for by Article 325 of the Criminal Code, 1 proceeding for Article 328/a of the Criminal Code, 1 proceeding for Article 328/a, paragraph 4 of the Criminal Code and 1 proceeding for the criminal offense provided for by Article 328 of the Criminal Code ", the Prosecutor's Office's announcement states.

Prokuroritë pranë gjykatës së shkallës së parë me juridiksion të përgjithshëm, deri në datën 22.05.2025, në lidhje me veprat penale në fushën e zgjedhjeve, kanë raportuar si më poshtë:
Janë regjistruar gjithësej 107 kallëzime penale për veprat penale të parashikuara nga nenet 325, 326/a, 327, 328, 328/a, 328/b, 329, 329/a, 331/a dhe 332/a të Kodit Penal.
Burim i njoftimit të veprave penale për kallëzimet e mësipërme kanë qenë, policia gjyqësore në 64 raste, SPAK në 17 raste, subjekte politike në 9 raste, kryesisht në 11 raste dhe shtetas në 6 raste.
-Kallëzimet e mësipërme janë regjistruar 10 në Prokurorinë Fier, 5 në Prokurorinë Sarandë, 4 në Prokurorinë Durrës, 33 në Prokurorinë Tiranë, 3 në Prokurorinë Gjirokastër, 4 në Prokurorinë Kukës, 8 në Prokurorinë Lezhë, 17 në Prokurorinë Dibër, 2 në Prokurorinë Vlorë, 4 në Prokurorinë Korçë, 3 në Prokurorinë Shkodër, 12 në Prokurorinë Elbasan dhe 2 në Prokurorinë Berat.
-Nga kallëzimet e mësipërme janë regjistruar gjithësej 47 procedime penale për veprat penale të parashikuara nga nenet 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a dhe 332/a të Kodit Penal.
Procedimet penale janë regjistruar në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Fier gjithesej 7 procedime, 2 procedime për veprën penale të parashikuar nga neni 325 i Kodit Penal, 1 procedim për nenin 328/a të Kodit Penal, 1 procedim për nenin 328/a, paragrafi 4 i Kodit Penal dhe 1 procedim për veprën penale të parashikuar nga neni 328 i Kodit Penal.
-Në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Gjirokastër gjithësej 3 procedime për veprat penale të prashikuara nga nenet 326/1 dhe 329/1 të Kodit Penal. Në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Elbasan gjithësej 9 procedime për veprat penale të prashikuara nga nenet 328/a, 248, 332/a, 134/1 dhe 287/b të Kodit Penal. Në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Durrës gjithësej 1 procedim për veprat penale të prashikuara nga nenet 328/a dhe 248 të Kodit Penal. Në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Dibër, gjithësej 7 procedime për veprat penale të prashikuara nga nenet 237/5 dhe 328/a, paragrafi 4 të Kodit Penal. Në Prokurorinë pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm Shkodër gjithësej 2 procedime për veprat penale të prashikuara nga nenet 328/a dhe 328/b të Kodit Penal.

In the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Vlora, a total of 1 proceeding for the criminal offense provided for by Articles 328/a of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Lezha, a total of 3 proceedings for the criminal offenses provided for by Articles 327 and 329 and 278 of the Criminal Code. At the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Tirana, a total of 9 proceedings for criminal offenses provided for by articles 325, 327/1, 328/a, 329 of the Criminal Code.
-Six criminal reports from the Durrës, Lezha, and Dibër Prosecutor's Offices and two criminal proceedings from the Fier and Shkodër Prosecutor's Offices have been sent to SPAK for its jurisdiction.
-Of the registered criminal reports, a decision has been made not to initiate proceedings for 16 of them. 8 from the Tirana Prosecutor's Office, 2 from the Kukës Prosecutor's Office, 3 from the Dibër Prosecutor's Office, 1 from the Saranda Prosecutor's Office, 1 from the Fier Prosecutor's Office and 1 from the Elbasan Prosecutor's Office.
-A criminal proceeding registered by the Dibër Prosecution Office for the criminal offense provided for in Article 237/5, 328/a, paragraph 4, has been requested to be sent for trial with a defendant, without a personal security measure, and a criminal proceeding registered by the Gjirokastër Prosecution Office for the criminal offense provided for in Article 326/1 of the Criminal Code, has been sent to the court with a request for dismissal. Also, for a proceeding registered for the offense provided for in Article 327/1 of the Criminal Code, in the Gjirokastër Prosecution Office, a direct trial has been requested in court.
-7 people have been arrested in flagrante delicto for criminal offenses in the field of elections, 4 in the Tirana Prosecutor's Office, 1 in the Elbasan Prosecutor's Office, 1 in the Lezha Prosecutor's Office and 1 in the Fier Prosecutor's Office.
-A detention order has been issued for 4 people by the Elbasan Prosecutor's Office.
