Security expert Ilir Kulla has called for reflection on the use of pre-trial detention, referring to the case of former President Ilir Meta. Kulla, who attended the funeral ceremony of former President Ilir Meta's father, said on the show "Të Pashoq" that the way Meta's participation in his father's funeral ceremony was managed raises questions about humane treatment in such cases.
He noted that after the funeral, the former president immediately left the prison staff, without having the opportunity to stay with his family and receive condolences according to tradition.
The security expert argued that Meta's case should serve as a moment of reflection on the use of pre-trial detention in Albania. According to him, there are other forms of security, such as house arrest, that can be applied in certain cases without prejudice to the investigative or judicial process.
In conclusion, Kulla stated that the detention of a former president, former prime minister, and former speaker of Parliament for a long period should be accompanied by a broader debate on criminal policy and the use of security measures in Albania.
Excerpt from the interview:
-Okay, fine, we'll stay in the country for a while, but moving away from the protest, since you mentioned at the beginning of the time that you were the day before at the farewell ceremony for the father of Ilir Meta, the former president of the country. He has received another permit for receptions and others and others. How did you see the former president and his condition?
It is more civic, more civilized for us to apply what the European human rights norm ultimately says, what the Strasbourg Court says in some of its decisions. One of them is also cited for Albania, the one for Thoma Gëllçi. What our Albanian tradition ultimately says is that we must behave with humanity. Nothing changes for the process if it were to go from prison arrest to house arrest. On the contrary, the situation would be even better, even calmer, even more relaxed. In this sense, I think that the change in the life of Ilir Meta's father... would be a point of reflection even for the moment on where the history of the legal struggle with the new justice reform, of which Ilir Meta has been an actor, not to say that he is co-responsible for what has happened, is. That the penal policy of keeping over 60% of the prison population in pre-trial detention is excessive. That case yesterday proved it to me. Why? Because many people had come from Tirana, but also ordinary people had come, people who have nothing to do with politics. On the contrary, people who, beyond politics... that today Ilir Meta is just a defendant, a prisoner, he is no longer president or prime minister. It seems that they had that interest in going. But to respect the Albanian tradition, that when someone dies you have to go there. Even when someone is sick. Because we live in this country. The second thing I saw and said before, is... it is noticeable.
-Did you meet him personally?
Ilir Kulla : I only greeted him for a minute, I don't think it was a minute, 30 seconds, that is, because he was with the guards the whole time. There wasn't... there were a lot of people there. It's not that I was the only one, there were a lot of people like that, people I've known for years and other things. And I think that's enough to lead him to a phase of reflection. His three children were there, his ex-wife was there, who was on one side like that, so he wasn't with his family. His cousins were there, his mother, his sister, his uncle, his uncle's sons, and those who were there, that is, but that seems excessive to me. To keep the former head of state, the former prime minister, the former speaker of parliament in custody, when there are other forms of detention, while you are being tried.
