Is it a "slip" by the Municipality of Saranda or an attempt to "cover" inflated expenses?
The Mayor of Saranda, Oltion Çaçi, has declared improving the infrastructure of the coastal town of Ksamil as a priority of his work. But this desire, expressed by him publicly, seems to have so engrossed the mayor that he has decided to open the "bag" of public funds, spending them twice on the same road.
And, it's not a small amount, but the two competing tenders will cost the budget of the people of Sarandë a full 2 million euros.
Is it a "slip" by the Municipality of Saranda or an attempt to "cover" inflated expenses? Let's look at the official documents.
In October 2025, Mayor Çaçi announced the tender for the "Requalification of sidewalks, KUB, lighting and road layers on "Onhezmi" and "Lefter Talo" streets". The limit fund for this procedure was estimated at 108,466,666 new lek or about 1.1 million euros.
Referring to the documents consulted by "Boldnews.al", it turns out that two economic operators participated in the procedure: "Hastoçi" shpk and "Shëndelli". The tender procedure closed on November 17 and four days later, on November 21, 2025, Mayor Oltion Çaçi announced the winner of the "Hastoçi" company, with a bid of 105,465,202 new lekë.
According to the Municipality of Saranda, the project includes infrastructural intervention on the “Onhezmi” and “Lefter Talo” streets, paving with stone slabs and asphalt layers. The purpose of the project, according to Mayor Çaçi, “consists in improving the urban environment, creating friendly spaces for the functioning of this street, genuine contemporary infrastructure with a direct impact on the residents of this area.”
In public tenders, but especially those related to infrastructure, an interesting detail is increasingly being noticed: the more "beautiful words" the project has, the higher the limit fund figure.
However, for a moment, we are not raising any doubts about the 1.1 million euro figure of this tender of the Municipality of Saranda and are taking it for granted that the residents living on "Onhezmi" and "Lefter Talo" streets in Ksamil will now see "white days" thanks to the will of Oltian Çaç.
But, there is always a "but", the residents of "Lefter Talo" street are doubly lucky with Mayor Çaçi. The latter has decided to spend another 800 thousand euros for the reconstruction of that road axis. He has decided to carry out this expenditure through another tender procedure.
Second tender
On November 21, 2025, the very day that the winner of the tender for "Requalification of sidewalks, KUB, lighting and road layers on "Onhezmi" and "Lefter Talo" streets was announced, the mayor of Saranda announced another tender for the infrastructure of Ksamil.
The tender project is titled: “Construction of sidewalks, requalification of side fences on internal roads and requalification of recreational areas in Ksamil.” For this tender, the Municipality of Saranda has decided to spend a fund of 74,925,000 new lekë.
Of course, the residents of Ksamil, but also the numerous tourists who arrive in the town during the summer season, need relaxing spaces.
But, what is noticeable in the documents of this new tender?
The project has once again included the “Lefter Talo” road. According to official data, the Municipality of Saranda estimates that this road “needs the construction of sidewalks and the requalification of the side fences on the internal roads.”
According to documents approved by Mayor Oltion Çaçi, "the project begins with expansions to create pedestrian access, where according to the work estimate we will have excavation works, concrete structure works, as well as the arrangement of the area...".
Abusive tenders?
In a general overview of both tenders, the idea arises that they simultaneously aim to improve the infrastructure of the “Lefter Talo” road. If this is the case, why has Mayor Oltian Çaçi decided to hold two tenders, with an extremely high limit fund, around 2 million euros?/ Bold News
