In the concession of the Thumanë-Kashar road, 21 kilometers long, planned by experts with a construction value of 92 million Euros and planned at 225 million Euros by Edi Rama's decision, Bashkim Ulaj has not only benefited from the 133 million Euro profit from the fictitious increase in construction costs.
The government has stated that with this road concession, Bashkim Ulaj will only benefit from the vehicle traffic fee for 35 years, where the cost of its construction and the rate of profit as a business are foreseen, which will actually be 1.3 billion Euros without VAT.
But "the devil is hidden in the details", and it turns out that within the concession contract for the Thumanë-Kashar road, there are 10 other financial and property tricks, with which Babloku favors Bashkim Ulaj, damaging the state coffers.
1. In the contract, it is stated that the "Gener 2" concessionaire will benefit from 100% of the income that will be collected from the traffic fee for 35 years, without paying profit tax.
2. The concessionaire will not collect even 1 penny in the state from the income from the fee and will not pay any local or central tax.
2. If in the first year of the concession, Bashkim Ulaj declares a loss from the planned income, the state will reimburse 8 million euros; in the second year it will reimburse 5.6 million euros; in the third year 4 million euros and for each year, up to the total guarantee of 65 million euros reimbursement over 35 years.
3. The government and the concessionaire, that is, Babloku and Bashkim Ulaj, have predicted that 1.3 billion Euros will be collected from the traffic fees on the Thumanë-Kashar road for 35 years, but according to the contract, if the company collects more in any value, they keeps them to himself.
4. In the contract, it is stated that the concessionaire, in addition to the income from the vehicle fee, has the right to benefit from other income from the use of the terrain along the length of the road, by creating direct businesses by himself or with a third party, which according to the information, will be restaurants, hotels, commercial units, service stations, gas stations and parking lots that will not be taxed.
5. For these businesses, he will be given for free for 35 years, additional state land surface and extra territories, along both sides of the Thumane-Kashar road, or if they are private land, they will be expropriated in favor of the concession company "Gnerer 2 ” with payment from the state budget.
6. The government has taken over the bank debts and non-bank debts, which Bashkim Ulaj declares that he has taken for the construction of the Thumanë-Kashar road, becoming an unlimited guarantor of the financial values he has borrowed.
There are other favors in the contract, which the government has done to the detriment of the state's budget and assets, even the same favors were given to Bashkim Ulaj in the Milot-Thumane road concession contract, without any doubt again by order of Edi Rama.
