Klodiana Lala explained the SPAK file for Sali Berisha, who is accused of passive corruption in cooperation with her son-in-law Jamarbër Malltezi.
Invited to the show "The Unexposed", Lala listed all the key moments that made SPAK take Berisha as defendant.
According to the Special Prosecutor's Office, Berisha has favored his son-in-law with government decisions and putting the state at his disposal and then benefited from his son-in-law and daughter.
SPAK accuses Berisha of corruption committed in collaboration with Jamarbër Malltezi. It is said that Berisha has benefited from unfair advantages, not only from Malltezi but also from Homeplan. SPAK argues that Mr. Berisha has maintained the profile of a politician who has not become rich, but he did this through his daughter and son-in-law. The prosecution considers some payments as benefits.
In 2014 SPAK claims that he received 24 thousand euros, 6 thousand for his wife's health services, this money was declared by him and given by Jamarbër Mallteiz. 18 thousand euro loan declared by Shkëlzen Berisha from Jamarbër Malltezi. In 2017, Berisha is accused of profiting over 27,000 euros, paid by the girl. In 2021, 19 thousand euros of consulting expenses in France, when it was sanctioned non-grata and decided to sue Anthony Blinken. Argita Malltezi paid the expenses. One lot, about 19 thousand euros. Meanwhile, the other amount, the law firm in the United Kingdom, where Argita Malltezi has paid 213 thousand euros. So in total all payments, 450-500 thousand euros.
SPAK says that Mr. Berisha made legal changes to favor Malltezi in the privatization of Partizan, then put the state at the disposal of the son-in-law, so that the privatization could take place, palaces were built there and a lot of money was made. Permits for the buildings were granted by three mayors, Rama, Basha and Veliaj, over the years. All persons, according to SPAK, who were involved, especially those of KRT, have benefited from favors or bribes from the persons involved.
The connection and relationship between Argita Malltez, the son-in-law and Damir Fazliç is mentioned as the main argument. At the moment when VKM came out, for the construction of Porto Romano and Flutura Kola, Malltez's colleague, they bought land and sold it to Damir Fazliç or his company. SPAK says that when Berisha did a VKM, the first to get a job were his son-in-law and daughter.
Another argument, the sale of an apartment by the Malltez, Safet Gjici citizens. It was sold to Gjici, but SPAK says that Argita Malltezi declared income for almost 4 years from the rent of this apartment even though it was sold. Secondly, the price of the apartments is declared lower than the real sale.
Another argument, Enton Punavija, who is a senior official in the municipality of Tirana, was a member of KRT, he bought an apartment in Home Plan and did not pay off a part of the apartment, he benefited from the "patriotic contribution".
SPAK reasons that Mr. Berisha by approving laws and by-laws, putting the state at the service of the son-in-law, has made it possible for Malltezi to privatize the property and in this context, SPAK says, when Beisha issued VKM or decision for construction in Porto Romano, Jamarbër and Argita Malltezi buy land and sell it to Fazllic. So the father's power translated into profit for Jamarbë and Argita Malltezi.
In the Pustina law firm, a folder was found, with the inscription "KP, patriotic contribution", payments were made from this fund to persons who may have favored persons to benefit from the property.
Punavija and Bicoku that I mentioned have benefited. Bicoku has not paid for the apartment at all. Punavija, while issuing construction permits, was in a business relationship with Bektashi.
There are transactions towards Hungary of Jamarbër Malltez. First transfer December 2018, second payment for sales contract. Then transfers to several banks in Germany, where a flat was bought in the name of Malltez's daughter. Right at this time, there was apparently an investigation, questions from the bank in Germany, which they asked the daughter of the Malltezi couple, about where this money came from.
There is also talk of a transfer linked to Belgium, but this is not very clear.
In the standard that SPAK introduced with Mr. Berisha, all special laws of Mr. Rama can be investigated and found violations. So Berisha is accused of being corrupt to favor the son-in-law. Meanwhile, the government has made dozens of special laws to favor oligarchs ," said Lala.
