
Lawyer Përparim Çaça, has shown the scenario of how the impasse of Himara can be resolved, which now has no mayor. According to him, Goro must first resign or be dismissed by the Council of Ministers.
Then it will be the Municipal Council that will appoint one of the two vice-mayors as vice-mayor, who will enjoy all the powers of a mayor.
"It is a rare case that we have an elected president behind bars and an acting president who is under arrest in prison. In these conditions the Municipality of Himara will have to be administered and this has been resolved by the law since 2015. In these cases there must be an active action, either by Mr. Goro himself resigning or he must be dismissed by the Council of Ministers, for serious violations of the Constitution. Then it will be the Municipal Council that will appoint one of the two vice-presidents. If there is a vice-president, the Municipal Council votes that until the new elections I will have to administer this vice-president. The latter has all the power of a mayor", he told Euronews Albania.
