Fiks Fare denoncoi tentativat se si po tjetërsohet Shtëpia e Pushimit të Ushtarakëve në Pogradec. Një nga pronarët e truallit tha për emisionin investigativ se ministria e Mbrojtjes dhe Shtabi i Përgjithshëm tentuan që t’a privatizonin, por e anuluan kur morën vesh që toka kishte pronar. Më pas e kanë dhënë me qira, ku qiramarrësi ka shtuar sipërfaqen e ndërtimit që ka marrë me qira. Tani synon të gjithë godinën dhe paguan 260 euro në muaj.
Fiksi udhëton në qytetin e Pogradecit, në brendësi të Shtëpisë së Pushimit të Ushtarakëve, një godinë e vjetër, e ndodhur në pjesën më të bukur të qytetit, shumë afër liqenit. Një nga pronarët e truallit thotë se dy familjeve iu është njohur trualli nga Agjencia e Kthimit dhe Kompensimit të Pronave, ndërkohë që vendimin e kanë dërguar në kadastër. Ata kanë regjistruar këtë vendim dhe Kadastra thotë se “u njihet e drejta e parablerjes” në rast privatizimi të objektit në emër të familjeve Blaceri dhe Berberi.
Ai tregon se procesi i privatizimit u hap në vitin 2017, janë bërë procedura në Ministrinë e Mbrojtjes, asaj të Ekonomisë apo edhe nga Prefekti i Korçës. Denoncuesi Arben Berberi thotë se fillimisht prona u nda në dy numra pasurie dhe këto institucione bënë një sërë veprimesh për t’a privatizuar, por asnjëherë nuk lajmëruan familjet. “Po tentonin që
ta tjetërsonin. Nuk e di kujt ia kishin premtuar. U hap ankandi dhe shkoi te Prefekti i Korçës. Prefekti i atëhershëm në vitin 2017 ishte një ushtarak dhe mësoi se trualli kishte pronar. S’ua miratoi dhe lajmëroi ministrinë se trualli ka pronar” tha ai.
Më tej shtoi se, kur e mësuan se trualli kishte pronar dhe ata gëzonim të drejtën e parablerjes, ministria bëri procedura dhe e anuloi ankandin. “Ne e kemi ankimuar në Gjykatën Administrative këtë anulim dhe ende është në shqyrtim në Apelin Administrativ të Tiranës” thotë Arbeni. Ndërkohë, më tej pohon se pasi dështoi privatizimi, sërish me
një vendim tinzar dhe pa lajmëruar familjet, Ministria e Mbrojtjes dhe Shtabi i Përgjithshëm e kanë dhënë me qira një personi me banim në Durrës.

The Fiks Fare group went inside the premises of the Holiday House, while the premises are also being filmed. Arben says that, in addition to the facade, the entire building has been left in ruins, with the intention of being alienated. Meanwhile, during the filming, a soldier approaches them, and Fiks asks him who did the work. He says that it is a person, and even gives us his name and a
phone number. We take it and the person replies that "he is not the administrator and owner, he has it on his papers".
The story goes that work has been done around the entire building and the yard has been paved, with the aim of making a parking lot. Gravel has been laid. In front of the building, a large area has been paved with tiles, where from the 40 m2 that the private owner had, he has paved an area of 200 to 300 meters. Meanwhile, the private owner only received 150 m2 of the building, while he has done work on the entire facade.
During the filming, the director of the Military Rest House also approaches, who asks them not to film because "it is a military zone". Fiksi tells him that the premises are rented, it is private and this private person has done more work than is in the contract. The director says that "I don't know anything, they have the papers from the Headquarters". They ask him why he, as the director, cannot
ascertain these works and report them. "They came themselves, saw it and said nothing. I know what they did up there. I am only the director, the ones from the Headquarters do everything" he says.
He further claims that the complainant has the papers, has taken the land and that the Headquarters wanted to privatize it. "They then canceled it, who knows why. Maybe because they were the owners of the land," he says.
Fiksi goes to the Municipality of Pogradec to ask about the works. The Municipality replied that on February 10, 2025, "the entity 'Soldiers' Rest Home', ward 6630 requests permission from the Municipality of Pogradec to carry out works, painting the facade, arranging the yard."
But, surprisingly, the signatory and the applicant is the tenant Gani Seli, who writes that "the subject is the Military Rest House". Mr. Seli is not a representative of the military, he is simply a tenant, he is a contractor and has not submitted to the Municipality of Pogradec the plan of the works. Not even the name of the entity that should carry out these works. Fiksi has learned that Mr. Seli has only submitted to the municipality the lease contract received on January 28, 2025, without any other document.
Two days later, on February 14, 2025, the Municipality of Pogradec responded to the “Military Holiday Home”, but as Fiksi confirmed, the applicant was only the tenant and not the owner of the building. In fact, in the lease contract, Seli only had 150 m2 of building and 40 meters of yard. The Municipality says that these works do not require a
building permit. However, from what Fiksi found, the tenant has exceeded the permit obtained from the municipality. He has done more work than is foreseen in the lease contract. In fact, he assumes the attributes of a military man and makes requests on behalf of the “Military Holiday Home”, and not as a private entity./ TCH
