The KLSH report has revealed violations in Fier Municipality, where it states that Armando Subashi and 120 employees are responsible for the consumption without any "document" of 81,450 liters of fuel.
KLSH has published the final audit report in Fier Municipality, reflecting major violations regarding the consumption of fuel purchased through large tenders with taxpayers' money, while it was used for personal purposes.
According to KLSH, the mayor of Fier Municipality, Armando Subashi, has stolen the oil purchased for the municipality, this is a strong accusation, which if pursued legally will cause major legal consequences for Subashi.
According to KLSH, 120 employees of the Municipality of Fier have consumed about 81,450 liters of fuel worth about 130 million old lek unjustifiably.
KLSH inspectors have found that the persons in question are employed for work related to the office and not field inspections to consume so much fuel.
KLSH urgently requests from Armando Subashi and the Municipality of Fier to take back the oil money from the persons in question.
The report specifically states:
From the audit of fuel consumption, it is established that Fier Municipality has signed loan-use contracts with some of its employees, for the use of their personal means in the function of the municipality. For this purpose, Fier Municipality has covered the fuel supply of employees' private vehicles.
Loan-usage contracts are signed between the institution's employees and Mrs. AH, acting Director of the Directorate of Local Taxes and Fees, Mr. MG, acting Head of the Transport and Licenses Sector at the Directorate of Public Works and Transport, K S., acting Director of Planning and Territorial Development. Only Mrs. had authorization to conclude these contracts. AH according to the letter of the Mayor ZAS with no. 470 prot., date 21.01.2020..
In total, for the years 2017-2021, there are 120 employees who have signed loan-use contracts for placing their vehicles at the institution's disposal and supplying them with municipal fuel. Specifically, 15 contracts were signed for 2017, 26 contracts were signed for 2018, 26 contracts were signed for 2019, 26 contracts were signed for 2020 and 27 contracts were signed for 2021. The number of signed contracts also constitutes the number of employees with whom these contracts were concluded.
As justifying documentation from the employees who have benefited from fuel from the municipality, the travel documents for the movement of the vehicle are presented, but there is no work program, or authorization approved by the owner of the institution, where the purpose of the movement of the employees is defined and argued.

1.1. Recommendation: The Mayor of Fier and the Legal Department, to take all necessary measures and follow all legal procedures, for the collection of the value of 13,032,000 ALL, from the 120 people who have benefited unjustly from the quantity of fuel purchased from the expenses of the municipality's budget.
