
So far, only the Socialist Party has announced its candidacy for the interim elections in Tirana, which is Ogerta Manastirliu, while the democratic leader announced today that a working group of 3 people has been established to negotiate with other opposition parties for the candidate who will face Manastirliu in the campaign.
But, this 'impasse' has not yet been fully resolved, as even though the government has already signed the dismissal of Erion Veliaj, we need 15 days to learn whether the latter will send the decision to the Constitutional Court or accept 'loss'.
Analyst Arion Sulo has described the entire process initiated to dismiss Veliaj as being orchestrated by the SP itself, while a virtual clash is predicted between Rama and the rest of the SP and Veliaj.
"First, the article in question, the law that the councilors refer to, is incomplete. In this specific case, we have Veliaj's absence for a reason. Veliaj was dismissed 7 months after his absence from work. It was done late. Politically, I think it is a political dismissal instigated by the Socialist Party and created since Veliaj's arrest. Veliaj showed that he did not resign when asked. He asked to go to the council and was not allowed to do so, and his lawyers have said that they will take him to the constitutional court.
The news is that we will have to confront Veliaj, who has been abandoned by the Socialist Party, and the rest of the party, who will close this story as soon as possible. If we have a decree without waiting for the 15-day deadline, we will have an escalation of the situation. We will have a movement by Veliaj, a statement or a political stance, because it will be in open violation of the law and will show the purpose of everything I described ," said Sulo.
Sulo also commented on Ogerta Manastirliu's candidacy for the position of mayor of Tirana, describing her as not at the level of the previous leaders of the capital.
" With all his organizational skills, Manastirliu is not at the level of the politicians who have led Tirana to date. That is precisely why he was chosen. Because we know that the Municipality of Tirana is a laboratory, an antechamber for the major political parties ," said the analyst.
The journalist also analyzed the transition of opposition members to the Socialist Party team and for these transitions, they have been 'rewarded' with important positions. We mention here the former LSI MP Silva Caka, who was appointed Deputy Minister of Interior not long ago, or the former democrat Genc Deromemaj who was appointed head of the Vlora Cadastre.
" It's a mess, a bad bargain for democracy. Brahimllari and Caka were the ones who directly accused the prime minister and the government of criminal affairs. Either Rama has changed, or these people have changed. In my opinion, these people have changed. Why are these changes accompanied by building permits, in the case of Vlora. In the case of Genc Deromemaj, two building permits were issued ," said the analyst.
Sulo does not see the opposition's position in these municipal elections as being delayed in the lynching of the candidate's name, but rather as being at a disadvantage vis-à-vis the government, added to this by the fact that the result of the local elections generally leans towards the current government.
" The elections in Tirana may be postponed. If the Constitutional Court accepts the request, it will have 6 months to decide. The elections will be held quickly and it is in favor of the majority which comes from a pair of elections won by a deep result, and the partial result goes in favor of the government.
At this point I do not see it as delayed. The opposition could not fall into Rama's game and directly put forward its own candidate. You cannot play the opponent's game. Today Berisha announced that he has set up a group of negotiators. There is a theoretical hope that if the opposition unites it can lead to a result or to an overthrow, but this hope is very lukewarm", said the analyst.
Referring to the statements of the opposition, who do not want to participate in these municipal elections where it is only about a 2-year mandate, Sulo shows that this is more of an avoidance, knowing the positioning of the opposition, which has just emerged from several lost elections with a deep result.
"This seems to me like an avoidance due to the political situation of the opposition. A 2-year mandate is half, but you have the re-candidate at stake. They don't want to get burned in this situation. Tirana can only have a competition in the municipality if we have the opposition united. If the negotiations fail, we will then have 3-4 candidates ," he said.
The analyst also compared Veliaj to Manastirliu politically, saying that Veliaj was on a different level, but despite this, Ogerta Manastirliu has a very good chance of winning due to the government's great influence in the administration, according to Sulo.
" Veliaj's absence is a pretty important absence. He was at the head of the campaign in 2021 and his own campaign. Manastirliu is different, they cannot be compared politically. Veliaj was a politician of another level. Rama knows this and wants as much support as possible. The government has so many resources that it puts the entire government and administration at the disposal of the elections. All former MPs are somehow arranged. When you were a former MP, you mourned for 6 months for the loss of the candidate, while now he removes you, you serve him. This government always has something to give to all types of currents and people ," the analyst said.
