The head of the Governing Council of Albanian Radio and Television, Leka Bungo, seems to have once again broken relations with the General Director of RTSH, Alfred Peza.
Bungo has reported to the Media Commission, where Peza has refused to participate, saying that Peza has violated all the rules of the institution's operation, bypassing the Governing Council at the same time.
Bungo asked the members of the Commission to make a change regarding the functioning of the KD, in order to have the possibility of vetoing the actions taken by the head of the institution.
"The Governing Council has no right to dismiss or appoint employees of Radio Television Albania. He has no right to intervene, neither to say yes nor no. Regarding the use of public funds, as in the first case, the Governing Council has the right to make decisions regarding 1% of the annual budget.
We are being asked to account for the funds. There is a problem, please consider it. A few months ago I asked you to help us to change the law, with this RTSH law, the Governing Council has no right to control, to make decisions, it is only a council of notaries that raises its hand for the proposals made by the general directorate.
Even when the Governing Council gives him the opportunity to do the most important thing, it is done with the leader's proposal. KD is out of decision-making for everything. Therefore we have sent an official letter for amendments to the law, I am not speaking on behalf of the Council, but on behalf of Leka Bungo if this Commission, which is the maternity ward of the KD, takes into account only one request, since the General Director acts contrary to the law, the KD has the right to cancel it by majority vote", said Bungo.
The Chairman of the Governing Council said that he and the members have been deprived of all rights.
Among the problems, he mentions the fact that Alfred Peza has not had any legally appointed director for 8 months, and they all perform their functions illegally. Even if faced with an inspection by the KLSH, these directors would have to return to the state all the salaries they received in violation of the law.
"I am telling you just one fact, it is not good to say it in absentia, in a matter that is serious, it has been 8 months that the General Director has not brought the names of his staff to the KD, they all sign as directors, but they are not directors , we name them. They must bring at least two candidacies.
We have asked them to duplicate the candidacies they will bring. I told him why are you insisting on these four, you have aunts' sons, bring us four aunts' sons and don't be sad because they are still yours.
Here the General Director is the biggest authority after the Prime Minister, he does not need to remove or appoint. I would very kindly ask you to consider the request, to help us to be able to create a balance.
We have the same goal, to move RTSH forward. There are 146 departures for various reasons, dismissals, resignations, etc.
46 admissions of charges have come from the Court, if only 20 win, next year's budget to pay for this is gone. This needs a solution and this comes from the law", accused Bungo.
