In the center of one of the hottest and most problematic areas for electoral crime in the north of the country, a name that is not at all unknown to the investigation structures has been identified: Enis Gjoka, positioned on the front line of the Socialist Party's electoral headquarters on Lezha Island. Enis is a key figure in organizing the campaign in an area where vote buying and selling and the influence of criminal groups have become a mechanism every time there are elections.
But what makes this case disturbing is the fact that Enis Gjoka is the son of Kujtim Gjoka; Deputy Director of Crime Investigation at the Lezha Local Police Directorate. Confidential sources indicate that Kujtim has been directly engaged in exerting pressure on citizens and local right-wing actors, using his authority as “chief police officer” on behalf of Ulsi Manja.
All of this is supported by a family structure that has turned into a local government triumvirate. Kujtim Gjoka's wife, who heads the anti-narcotics cultivation sector at the SHISH office for the Lezha region, is located in one of the areas that, according to the latest data, is breaking national records in cannabis cultivation areas.
One family, three strategic positions; in the police, in intelligence, and in the political structures of Rilindja. Not coincidentally connected in a period where the campaign has gone beyond the vote and entered the territory of fear and control through institutional and criminal coercion.
While Lezha has become one of the most dangerous areas for the lives of citizens, with successive assassinations and murders without a perpetrator, officially uninvestigated, Kujtim Gjoka; Deputy Head for the Fight against Crime in the Lezha Local Police, has abandoned his legal mission. Instead of dealing with the prevention and solving of the crimes that are terrorizing the residents, he has chosen to engage himself and his family in the electoral campaign of the Socialist Party.
There are more and more indications and denunciations that show that Ulsi Manja is leaving no stone unturned to secure a personal result in the elections. Numerous messages received by the editorial office of Pamflet claim that the current minister is using every link in power; from local police leaders, to intelligence and administration segments, to build an electoral machine with a spirit of fear and blackmail.
More alarming are the denunciations that Manja has entered into tacit agreements with criminal groups, which he is threatening to become an active part of the campaign, with the promise of a protective "umbrella" against SPAK investigations. A dangerous scheme that, if proven, turns the electoral campaign into an open bargain between crime and power. /Pamphlet
