
New security measures have come into effect at the Special Court starting Tuesday, as part of an updated plan for the protection of judicial institutions.
A Guard officer is stationed at the entrance to the building, and every person seeking to enter the court premises is subject to an initial physical screening. After this step, the screening continues with a second, more detailed scanner, inside the premises.
Even the process of exiting the building takes place under increased security measures, similar to the procedures applied in institutions of special importance.
These measures were adopted after the murder of Judge Astrit Kalaja. After the event, the High Judicial Council requested an increase in the level of security in the courts. So far, the full implementation of this plan has only been realized in the Special Court.
The murder of judge Astrit Kalaja
The murder of Judge Astrit Kalaja occurred on October 6, 2025, at the premises of the Court of Appeal in Tirana, during a court session.
He was shot inside the courtroom by a person involved in the process, Elvis Shkambi, at the moment he was announcing the decision on a property case.
Other people present in the hall were also injured in the shooting, while the perpetrator was arrested by the police after the incident.
The event exposed weaknesses in the security system within judicial institutions and prompted calls for new protective measures for judges and staff.
