Kumbaro is questioned for 4 hours, was "Air Albania" an alibi or has SPAK uncovered another scandal?
Socialist ministers and MPs seem to have become "at home" in SPAK. After many figures who have climbed the ladder of the Special Prosecution, today it was the Minister of Education, Mirela Kumbaro, who was questioned for nearly 4 hours.
She entered the prosecutor's office premises at 1:00 PM and left a little earlier, as she was questioned, according to her, regarding an investigation that SPAK has opened into the construction of the "Air Albania" stadium.
It was Kumbaro himself who told the media that he had been asked about this issue, but without providing further details.
" I was personally aware of the 'Arena' stadium issue, " said Kumbaro, adding to the speculation about a new affair being investigated by the special prosecution.
To date, there has been no information that SPAK has launched an investigation into the national stadium and it is not clear what specific issue this is about. Kumbaro was previously Minister of Culture, then of Tourism and Environment and now of Education. There have been many accusations against her and it is not surprising that "Air Albania" is Kumbaro's alibi to "deceive" the media, as there are many other cases, especially with construction in protected areas where Kumbaro has a hand.
The most recent case of violations is a report by the Supreme State Audit Office on the former Ministry of Tourism and Environment, when it was headed by Kumbaro.
The most critical part of the report concerns the way the institution has handled court decisions to reinstate employees. According to the audit, the ministry has paid for years to employees who won the lawsuit, but without reinstating them to their previous positions or equivalent positions. As a result, double payments have been created for the same function: one person was paid according to the court decision, while the work was performed by another employee.
Another serious finding is related to the contract for the “Reconstruction of the National Environment Agency building”. From the field verifications, the SAI has ascertained differences between the volumes of work reported and those actually carried out, as well as work calculated not according to the actual situation in the facility. For this contract, the audit evidences an economic damage in the amount of 1,851,948 lek.
In terms of internal management, the SAI has found a lack of audit trails, a lack of documentation for decision-making processes, a failure to regularly update the official website with transparency documents, and a lack of a centralized database for revenues, contracts, and contractual obligations.
Another set of problems is related to procurement. According to the report, in some tenders there were special criteria that did not match the object of the contract, while in two cases the documentation published in the electronic procurement system did not match the physical documentation submitted after the announcement of the winner. The SAI also identifies irregularities in the minutes of the acceptance of services, which in some cases were not recorded, as well as a lack of specialists in the field in the relevant committees.
In the tourism sector, the audit says that in the reports on the implementation of projects with financial support, evidence of the monitoring process by the relevant groups is missing, which according to the KLSH undermines transparency and increases the risk of unverifiable use of funds.
