There is no end to the wonders in Albania.
The famous Pirro Zoga, owner of the company "Krijon Shpk", which appeared in the SPAK file for the Agricultural University, continues to receive tenders even though he is on the run.
He has been declared wanted by SPAK, for "Forgery of documents", committed in collaboration, more than once, as provided for by article 186/2 of the Criminal Code (four cases), for the Agricultural University Scandal that implicated the lecturers and the rector in corruption. The court has issued a security measure of "prison arrest" against him.
Not more than a month ago, despite being on the run, he continues to participate and profit from the state budget money, unperturbed.
The specific case is that of 18.03.2025 where Piro Zoga was declared the winner by default, of the procurement procedure with No. REF-40954-03-12-2025 with the object "Water Distiller" from the OST Operational Unit Shkodër with director Genc Spahija, who upon declaring the winner, sets as a condition for the delivery of the equipment 24 hours. Genc Spahija probably thought that Piro Zogaj would have equipment, from those that he did not deliver to the Agricultural University, but he invoiced them as if he had made the delivery.
Besides the fact that no one understands why the OST Shkodra Operational Unit needs a "Water Distiller" (laboratory equipment), it is noted that this procedure, first announced on 27.02.2025, was canceled by the OST Shkodra Operational Unit on 12.03.2025, i.e. after a considerable time for a procedure of small value, procedures which usually do not last more than 5 days.
What is noticeable is that in the ranking assessments in the canceled procedure, Piro Zoga's "Krijon" company is not a participant in this procedure at all.
But the company appears in the announcement of the second procedure re-announced by the OST Shkodra Operational Unit, on 16.03.2025, and of course it ranks first in the preliminary evaluation and is normally declared the winner.
When you look at the value of this tender, 300,000 new lekë that was given to the fugitive Piro Zoga, after the cancellation of the first procedure, where he was not a participant, you can't help but think of the 5 D scheme of the arrested former directors of the municipality, who greedily snatched even 100,000 lekë tenders.
So, this scheme is not an isolated phenomenon, but a genuine political project of the Renaissance, implemented wherever public money is available.
