The tragedy with 4 victims in Shkodër has shocked public opinion, as the court has left Erdgys Arraz in prison.

Lawyer Eriselda Paveli said in the studio of "7pa5" that the prosecution of Shkodra will have a lot of work to come to a conclusion about the event, as she emphasized that the institutions in this case have failed.
"Regarding the measure of prison arrest, at the stage where the prosecution still does not have complete evidence and concrete doubts about the defendant, we see that this is a precautionary measure for the amount of damage it has brought, 4 lives of lost. The measure has been without deadline until the moment when the prosecution reaches its conclusions.
There are many shadows, at the moment that Alma has not dared to raise a claim in the prosecutor's office, even for psychological violence.
In order to create a charge of domestic violence, there must be signs of violence, no matter how small they may be, and doctors must prove that there are signs of violence of this category, and based on expertise, they are taken to court. At the stage when the accused has this documentation that he presented to the court as proof of the treatments that the deceased received, the prosecution must go to the investigations about these medications and what mental state the deceased was in. It is a matter which, I say, how it will go further depends only on the testimonies and evidence", she said.
"Girls and women should not connect their vision of life with being someone's wife. The father's advice was to get a divorce, a good father in this kind of phase has nothing else to say but "come to me", said the lawyer.
"She has surrendered and I am very sorry because we have other girls in Albania who did not have the support of their families. Here the local institutions, social offices, teachers, neighbors, family who should have supported him in the denunciation have failed. When physical violence occurred, it had to be reported to the police. There is a lot of talk about police intelligence, but I cannot get any information without the support of these social actors. It's everyone's fault, it's our fault. Not only the institutions, the social offices have failed, there are a number of actors that in Alma's case we all failed", Paveli said.
