Four months ago, Prapaskena warned of a parking scandal in Tirana: "The capital's parking lots are like a 'liver' on Emin Barçi's neck. His son Flavio Barçi becomes director of 'Tirana Parking'."
The news was passed over without much attention, as it seemed as if the association of names was made for media sensation. Emin Barçi, nicknamed the 'scumbag' of microcredits, appointed his son, Flavio Barçi, as general director of 'Tirana Parking'.
But what happened since the March news broke?
A few days ago, a video appeared on the internet, on a well-known public website, along with a witness, showing how parking money was being stolen in a well-known area of the capital, by “Tirana Parking” inspectors. The video showed footage recorded in a parking lot near the “Arena” stadium. The money was being collected without coupons, by a Municipality employee, because the fiscalization “system” was not working.
The video is dated July 21, provided by a bank employee opposite the parking lot. In 70% of cases, inspectors do not give any coupons in this parking lot - the employee claims. They simply take money and put it in their pocket.
Tirana is not Fier
The "Tirana Parking" Parking Lot Administration Directorate manages and collects revenue from all parking lots in Tirana, such as the one located in Skanderbeg Square, the other at the "Selman Stërmasi" stadium, the underground parking lot inside the "Arena" stadium square, the parking lot at the former "Train Station", etc.
Only the parking lot in the spot filmed with a cell phone in front of the Tirana Bank parks more than 1 thousand cars per day, that is, about 125 thousand euros per day, where not even 30 percent has been entered into the municipality's coffers in the last two months... If the "system" has not worked in the last three months in Tirana's parking lots, havoc has been caused: there are more than 5 million euros of stolen parking.
In Fier, the police and the prosecution arrested the former deputy mayor and several officials of this municipality, for having created a "parking" scheme, where parking inspectors did not issue tax coupons to Fier citizens who used Fier Municipality parking lots. The abuse caught was estimated to be worth 400 million old lek.
What about Tirana with 10,000 cars parked in parking lots every day?
If 70% of the cases have gone into the pockets of the "Tirana Parking" crooks, the theft will be spectacular. According to a recent announcement, which anonymous managers made by cell phone to parking inspectors in Tirana, they should take care and provide citizens with coupons.
The alibi for the broken "system" was that fiber optics were being laid and there was no internet.
Moreover, after the scandal broke with the video published on the internet, the caution of the thieves of "Tirana Parking" was so great that they wrote to the employees: "If you don't have internet... learn the hotspot!".
Who is the mastermind behind the “Parking” affair?
General Director of "Tirana Parking" Flavio Barçi, appointed a few months before the elections, has set up the "Parkimi" scheme with his two assistants Bruno Koçi and Engjëll Myftari, the head of IT and responsible for parking administration.
In the area of calculating the 70% and creating the database of parking spaces per unit in 24 hours, Barçi was assisted by his fiancée, Joana Çako. Both, transferred from ADISA to “Tirana Parking” by order from “above”, were the campaign managers of the SP MP, Fatmir Xhafaj in Unit no. 10, Tirana.
At a time when parking ticket machines in Tirana were not working and the campaign was at its peak, another competition was held at the School of Magistrates by candidates for judges and prosecutors. In the list of winners no. 1 for judge is Joana Çako, with 242 points, enough to surprise all the competitors who remembered the girl who was left two years ago and suddenly turned into a "woman".
In the CEC statistics, activist Joana Çako also appears as a commissioner in the 2021 elections, when she began to realize that from ADISA and the party's meetings in the neighborhoods of Tirana, she could manage to run the "Parking" scheme, or one day (why not) the Supreme Court.
The "Parking" affair suddenly enters the public eye, when every driver in Tirana has contributed to the 70% stolen by the clever guys of Tirana Parking, or by some mastermind behind them.
With this affair, the scoundrel Flavio Barçi is worthy of competing with his father Emin Barçi, widely known as the "scumbag" of microcredit, due to his stances in favor of the activities of MCA and Final, which deceived thousands of Albanians.
