Minister of Justice, Besfort Lamallari, gave several reasons why the Criminal Code should be changed.

While reporting to the Laws Committee, Lamallari stated that there is a trend of new crimes, such as cybercrime, that should be reflected in the new code.

He also stated that it is necessary to reflect these changes and provide opportunities for the creation of a new Criminal Code.

"Criminal tendencies endanger not only Albania, but also beyond. Issues of terrorism, or even weapons issues, are problems not only for Albania. We are committed to the European Commission to complete Chapter 23, to make our commitment to closing the intermediate milestones by 2025 tangible.

In addition to the work being done with the criminal code, work is also continuing on the new Criminal Code, which will continue throughout 2026. We have about 25 planned roundtables that are taking place and will take place. Meetings with civil society or businesses. The existing criminal code was adopted in 1995 and many years have passed since then. During this time, we have identified problems but also criminal trends, such as cybercrime. It is necessary to reflect these changes and provide opportunities for these changes. The Criminal Procedure Code must be subject to changes", he said.
