Several meetings at SPAK offices or photos published by the Embassy in Tirana itself with certain prosecutors have been interpreted by the media as support given to specific names, thus attempting to create the idea of who is the most favored.
By December 18, the High Prosecutorial Council must elect the new head of SPAK, in a competition where there are 4 candidates, each of them with experience in both organized crime and corruption investigations.
Adnan Xholi, head of the section against organized crime, Klodian Braho, head of the section against corruption, as well as prosecutors Doloreza Musabelli and Elvin Gokaj, have been officially announced as candidates for the head of SPAK.
This is the first time that 4 prosecutors are participating in the race for the head of SPAK, while two of them have previously attempted this leadership position.
Klodian Braho tried in 2019 against Arben Krajës, but withdrew from the race, while Adnan Xholi tried in 2022 when Altin Dumani and Ervin Kondili were in the running. From the KLP vote in 2022, Xholi received the support of only one of the members, while the entire 'game' was played between Dumani and Kondili. A last-minute move by former diplomat Yuri Kim tipped the balance at that time, splitting the race with only 1 vote in favor of the current head of SPAK, Altin Dumani, giving signals that he was the favorite of the Americans in the race 3 years ago.
In the current race for the head of SPAK, which is the last as far as the Special Prosecution Office is concerned, as the structure has a 9-year mandate, it still remains a mystery which of the candidates in the race has the support of the Americans. Although more withdrawn than 3 years ago, perhaps also due to the lack of an Ambassador, the US has from time to time given signals that they support SPAK in the fight against organized crime and corruption of high-ranking officials.
The fact that there are 4 candidates in the race means that the possibility of fragmentation of the votes of the 11 members of the KLP is even greater, while at least 7 of the 11 members of the KLP must be present at the moment of voting.
The election of the head of SPAK requires a majority vote of the members present, which means that there are no limits on the number of votes the winning candidate can receive.

Meanwhile, in recent days, details have been published regarding the pressures that SPAK prosecutors have faced, including the candidates for the head of the Special Prosecution Office, as a result of the files they have investigated.
Nëse i referohemi qëndrimit të shpallur nga Presidenti Donald Trump për luftën ndaj karteleve të drogës dhe organizatave kriminale, krijohet idea se vazhdimësia e drejtimit të SPAK do të jetë sërish nga një prokuror që ka eksperiencën në këtë drejtim. Por që të 4 kandidatët e përfshirë në garë në periudha të ndryshme kanë hetuar organizata kriminale, përfshi edhe trafikun e drogës.
Adnan Xholi, prej 3 vitesh drejton Seksionin e Krimit të Organizuar, një rol kyç në luftën kundër korrupsionit dhe krimit të strukturuar. Ai ishte një nga prokurorët që hetoi Fredi Belerin për korrupsion zgjedhor. Më pas ka hetuar dhe zbardhur atentatin ndaj prokurorit Arjan Ndoj në nëntor të vitit 2019, e cila pas zbërthimit të Sky ECC ka prodhuar edhe dy dosje të tjera ku është ekspozuar aktiviteti kriminal i grupit në fushën e trafikut ndërkombëtar të lëndëve narkotike por edhe rivalitetin e grupeve kriminale në Durrës. Ai gjithashtu ka hetuar dosjet e vjetra që sollën identifikimin e vrasjes së policëve të shtetit në ngjarjet e rënda të “Qafë-Gjashtës”, Bandën e Cërrikut, vrasjen e Ibrahim Bashës në Lazarat, hetimin e Arben Tollisë.
Dy dosje penale në SPAK që janë të vetmet e realizuara me metoda proaktive, dhe që flasin për trafik droge dhe ngritjen e laboratorëve të kokainës në Shqipëri, janë hetuar nga prokurori Adnand Xholi.
Klodian Braho u emërua nga Altin Dumani si drejtues i Seksionit të Luftës ndaj Korrupsionit, por ka hetuar edhe dosje që kanë lidhje me krimin e organizuar. Braho ka hetuar rastet e korrupsionit në drejtësi, duke përmendur këtu dy dosje: atë t ëish-Kryeprokurorit Adriatik Llalla, gjatë kohës kur SPAK drejtohej nga Arben Kraja, por edhe goditjen e ish-prokurorit të Vlorës, Aurel Zarka, me të cilin kishin punuar vite më parë.
Elvin Gokaj si prokuror i SPAK kryesisht ka hetuar dosje që kanë lidhje me korrupsionin e zyrtarëve, ndonëse më parë si prokuror i Burrelit ka hetuar çështje të lidhura me krimet, përfshi edhe veprimtarinë e bandave kriminale që kanë vepruar në zona të caktuara.
Doloreza Musabelli, një tjetër kandidate për kreun e SPAK, gjithashtu ka një eksperiencë në hetimin e krimit të organizuar. Ajo ka hetuar grupin e Emiljano Shullazit, por edhe dosjen e ‘Toyota Yaris’. Emri i saj, sipas dëshmisë së Artan Tafanit, një prej të penduarve të drejtësisë, ishte në listën e grupit të Laert Haxhisë, për t’u eleminuar.
Pothuajse të gjithë prokurorët që synojnë kreun e SPAK kanë eksperiencat në drejtim, pasi ose kanë drejtuar seksione të veçanta brenda prokurorive, ose kanë drejtuar Prokuroritë e Rretheve, ku kanë qenë para se t’I bashkoheshin Prokurorisë së Krimeve të Rënda dhe më pas SPAK.
Çfarë po ndodh me drejtuesin e BKH?

SPAK completed the competition phases of the candidates aiming for the head of the BKH, while the mandate of Aida Hajnaj, the first head of what was considered the Albanian FBI, ended on August 31. From this date, the BKH is being led by its deputy head, Joni Keta, who is also one of the names hoping to take over the leadership of the Bureau, along with 6 other qualified candidates: Andi Pogaçe, Artur Beu, Elton Kërluku, Gentian Ndoi, Gentjan Shehaj and Gledis Nano.
And when it was thought that the process would be concluded, what is holding it back are the documents that some institutions must file regarding the purity of the candidates' image, their contacts, and their wealth. And here, according to reports, the process has stopped. The head of the BKH, as well as that of SPAK, are elected by the KLP, and it seems that the processes are interdependent. It is not known whether they will be elected simultaneously, but what is reported is that the interventions and lobbying to put the management of the two special structures under control are evident.
Three years ago, in the case of the head of SPAK, it was hinted that the Government supported Ervin Kondili, and this was also reflected in the famous vote in the KLP, where the American ambassador at the time observed the process from the back of the hall and took notes. /Pamphlet/
