Illegal construction scheme in Saranda cracked down; 12 security measures for

The Saranda Prosecutor's Office has issued 12 security measures against police officers, local officials and businessmen, suspected of abuse of office and illegal construction.

According to the official announcement, the measures have been set for the criminal offenses of "Abuse of office", "Failure to take measures to terminate the state of illegality", committed more than once and in collaboration, as well as for "Illegal construction", provided for by articles 248, 251, 25, 50/h and 199/a/4 of the Criminal Code.

So far, security measures have been executed for four people: BT, former head of the Major Crimes Section at the Saranda Police Station, against whom the measure of "house arrest" has been imposed, suspected of "Abuse of duty" committed more than once;

KS, assistant specialist in community policing at the Saranda Police Station, against whom the measure of "prison arrest" has been imposed, for the criminal offense of "Abuse of duty";

K.SH., also an assistant specialist in community policing at the Saranda Police Station, against whom the measure of "prison arrest" has been imposed, suspected of the same criminal offense;

AP, owner of the "Oasis" hotel, against whom a "prison arrest" measure has been imposed, suspected of "Illegal Construction".

The prosecution announces that work continues on the execution of eight other security measures imposed by the court.

Saranda Prosecution issues 12 security measures for police officers, local officials and businessmen suspected of abuse of office and illegal construction

The Prosecutor's Office at the Court of First Instance of General Jurisdiction in Saranda issued 12 execution orders for the criminal offenses of 'Abuse of office' and 'Failure to take measures to terminate the state of illegality', committed more than once and in collaboration with 'Illegal construction' provided for by articles 248, 251, 25 and 50/h as well as 199/a/4 of the Criminal Code.

The decision to impose security measures was issued for officials of the Local Inspectorate of Territorial Protection of the Municipality of Saranda, employees of the Saranda Police Commissariat and businessmen in the construction field, following investigations into criminal proceedings no. 304 of 2026.

Currently, security measures were executed for 4 of the persons under investigation, specifically:

•BT, former Head of the Major Crimes Section at the Saranda Police Commissariat, against whom the security measure 'house arrest' has been imposed, suspected of the criminal offense 'Abuse of office committed more than once;

•KS, with the position of Assistant Community Policing Specialist (inspector) at the Saranda Police Station, against whom the security measure 'arrest in prison' has been imposed, suspected of the criminal offense of 'Abuse of office' committed more than once;

•K.SH, Assistant Community Policing Specialist (inspector) at the Saranda Police Station, against whom the security measure of 'arrest in prison' has been imposed, suspected of the criminal offense of 'Abuse of office' committed more than once;

•AP, owner of the “Oasis” Hotel, against whom the security measure of 'prison arrest' has been imposed, suspected of the criminal offense of 'Illegal construction'.

The Prosecutor's Office at the First Instance Court of General Jurisdiction of Saranda continues investigations to identify each case, fully document the criminal fact and individualize the responsibility of each employee of the Saranda Police Commissariat, as well as any other responsible institution.
