The Tirana Court, the busiest justice institution in the country, is operating under deplorable security and infrastructure conditions. The vice president of this institution, Gerd Hoxha, publicly raised serious concerns about the lack of funds and basic equipment, stating that the situation has deteriorated to the point where evidence is “guarded by God” in the afternoons, not by state structures.
In a conversation with journalists, Hoxha announced that requests for improving conditions have been addressed for years, but they have been ignored by the responsible institutions. One of the security scanners has been out of operation for a long time, while requests for additional equipment have been only partially met. He emphasized that for the current year, only 7–10% of the real need for equipment has been approved, while the bulk of the budget has been used for salaries, insurance and only one new scanner.
“ Minus 90% of the funds requested for equipment. This is not just negligence, this is systematic disregard for justice ,” he declared. Hoxha also mentioned the severe lack of law enforcement in the court premises. According to him, at least 60 police officers are needed for physical security and safety on each floor of the building. “ We are asking for two or three police officers per floor. But the reality is that in the afternoon, God protects the evidence ,” he said in strong tones.
On the only positive note of his statement, Hoxha thanked Risena Xhaja, the head of the Agency for the Administration of Sequestered and Confiscated Assets, for her assistance in securing some essential security equipment.
This statement clearly shows the deplorable state of one of the most important justice institutions in the country. If the Tirana Court is being kept afloat with improvisations and thanks to help from outside the system, then any promise of justice reform sounds hypocritical.
