SP-PD start work on electoral reform, Gjiknuri and Alibeaj letter OSCE/ODIHR

The two co-chairs of the Special Commission for Electoral Reform, Damian Gjiknuri and Enkelejd Alibeaj, have addressed a letter to the OSCE presence in Albania, for the much talked about reform.

The letter states that the DP and the SP agree to start work on electoral reform, as they have asked the OSCE to contribute experts in the field of elections, from the ODIHR, to assist the work of this Commission. .

Apparently, the pressure of Prime Minister Rama, a few days ago that he will pass the reform alone, has set in motion the official DP, which has expressed its readiness to pass the new electoral reform.

Such a thing has been confirmed by the leader of the DP, Lulzim Basha, who declared that the electoral reform remains the main goal of the party he leads.

Letter to OSCE/ODIHR

Let us first express our thanks and deep gratitude for the contribution that OSCE/ODIHR has made during these years for the development and consolidation of democracy in Albania and in a special way in one of its important foundations, the elections.

With decision no. 12, dated 10.02.2022, amended, the Assembly of Albania has approved the establishment of the Special Parliamentary Commission for the implementation of the Electoral Reform. The commission is tasked with drafting legislative changes for electoral reform, in particular dealing with the recommendations of the OSCE/ODIHR reports for the elections of April 25, 2021 and for the previous unaddressed elections, the recommendations of the institutions responsible for the elections, of the parliamentary political parties and non-profit organizations.

For this reason, as we agreed with representatives of the OSCE/ODIHR in the meeting held in December 2023, where we discussed the work of the Commission and the need for the expertise of the ODIHR to be made available to the Commission, we are pleased that on behalf of To the Special Parliamentary Commission for the Implementation of the Electoral Reform, we present the request to contribute with experts in the field of elections, from the ODIHR, to assist the work of this Commission.
