Increase in murders and sexual crimes, cities with the highest crime rates;

Chief Prosecutor Olsian Çela has presented the annual report to the Laws Committee, while sounding the alarm about an increase in crime in the country in almost all criminal offenses, from murder to sexual crimes, and continuing with a growing trend for crimes related to money laundering and counterfeiting...

Olsian Çela, the Prosecutor General, reported before the Parliamentary Committee on Laws, regarding the activity of the structure he leads over the course of a year.

Çela considered the year 2024, like its predecessor, to be quite complex for general jurisdiction prosecutors due to the continuation of work with a low number of prosecutors as a result of the transitional reassessment process.

Following the report, Çela assessed the cooperation between investigative structures, the police, SPAK, as well as the intensification and further improvement of international cooperation, as a key role in the implementation and improvement of criminal justice.

Based on the report of the Prosecutor General, the Tirana Prosecution Office had 35.5% of the total number of proceedings registered nationwide, also bearing the largest workload compared to district prosecutors.

Çela said that during 2024, the prosecution body handled 61,167 materials, which constitutes an increase of 10.52% compared to 2023. According to the report, a total of 47,576 criminal proceedings were pursued, which constitutes an increase of 4.79% compared to 2023, of which: 24,956 are registered criminal proceedings, 22,441 are carried over criminal proceedings and 179 are resumed criminal proceedings.

The crime rate for registered criminal proceedings per 100,000 inhabitants in 2024 is 1037, while in 2023 the crime rate was 872.

In 2024, the lowest crime rate per 100,000 inhabitants was in Berat, while the highest rate was in Saranda.

Regarding crime trends, proceedings for criminal offenses against money laundering show the highest increase of almost 59%, those for counterfeiting of coins and securities 48%, crimes in the field of customs close to 40%, and criminal offenses related to banking and financial activities over 33%.

Meanwhile, there is an increase in proceedings registered for crimes against life committed intentionally by 21.72%, for crimes against personal freedom by 30.59%, for sexual crimes by almost 30%, for criminal offenses against morality and dignity by almost 29%, for criminal offenses against children, marriage and family by about 18%. The increase in the number of proceedings in these areas dictates the need for coordinated interventions to strengthen legal and social prevention mechanisms, as well as the need to guarantee effective protection of vulnerable categories of society.

"A worrying upward trend has been observed in intentional crimes against life. The crime rate per 100,000 inhabitants for these groups of offenses in 2024 is 14.7, while in 2023 it was 10.5. The highest number of proceedings registered for intentional crimes against life is in Tirana, registered respectively about 30% of the total, Korça 12%, Durrës 10%, Fier and Lezhë 8%, Elbasan 6%, Vlorë 5%, while it is noted that the lowest number of proceedings registered is in Dibër, with about 1%.

There is a significant increase in intentional murders. The specific weight of this criminal offense in the group of criminal offenses "Crimes against life committed intentionally" for 2024 is 12.46%, while in 2023 it was 4.83%. In 2024, 44 proceedings were registered for this offense, which constitutes an increase of 3.14 times compared to 14 proceedings registered in 2023," the report of the General Prosecutor's Office states.

According to the report, there has also been a strong upward trend in the criminal offense of "premeditated murder", as 31 criminal proceedings have been registered, compared to 15 proceedings registered in 2023, which constitutes a 2-fold increase.

Regarding the fight against organized crime, the report submitted by the Chief Prosecutor states that within the framework of the investigation and prosecution of the criminal offense "Laundering of proceeds of crime or criminal activity" under Article 287 of the Criminal Code and in application of Article 36 of the Criminal Code and Articles 274 and/or 210, 190 et seq. of the Code of Criminal Procedure and in application of Law No. 10192/2009, following the requests of the prosecutors, the court has decided on the confiscation of criminal assets in total, in the framework of 14 cases and the seizure of criminal assets in the framework of 35 cases.

"From an analysis conducted on the data submitted by the prosecution offices and the Agency for the Administration of Seized and Confiscated Assets during 2024, over 234 assets were seized in total with a determined value[4] of over 290 million lek and 48 million euros, including 125 land and buildings with an area of ​​over 314,679 m² and a value of over 280 million lek and 37 million euros, 62 movable assets of around 1 million euros and 67 bank accounts of over 10 million euros.

"Confiscation indicators during 2024 show over 89 confiscated assets, worth over 163 million lek, including 79 land and buildings with an area of ​​over 20,542 m² and a value of over 90 million lek, 3 movable assets, 4 bank accounts, 1 business company, 1 property title and cash," the report states. /Pamphlet/
