In the territory of the Municipality of Saranda, the implementation of the law on public spaces has been replaced by the bargaining and bribery of the Director of the Municipal Police, Aleksandër Lilo. The latter has created an illegal network of occupations, allowing the establishment of businesses without permits in exchange for corrupt payments and personal favors.
Known for his links to crime, Aleksandër Lilo acted as a Judicial Police Officer until the end of 2013, before being arrested and dismissed from the police, following a criminal trial in which he was accused of accepting bribes and releasing traffickers under investigation.
According to the criminal file, the Saranda Court sentenced him to 15 months in prison, a decision later confirmed by the Gjirokastër Court of Appeal. Incontrovertible evidence was used in the process: audio and video interceptions documenting the receipt of 7 million lek in bribes from the father of two people arrested for drug trafficking, with the aim of releasing and mitigating the criminal offense.
However, on June 29, 2016, the Supreme Court, through a five-member panel – Shkëlzen Selimi, Guxim Zenelaj, Edmond Islamaj, Artan Zeneli and Tom Ndreca – overturned the prison sentence for Aleksandër Lilo. All members of this panel have now been dismissed from the vetting process.
According to another wiretap administered by the authorities, Lilo had bribed judges with 20 thousand euros each to avoid prison and clear his file. Representatives of the ONM (International Monitoring Operation) have cited this case as a flagrant example of corruption and favoritism of criminal elements in the justice system.
Despite the decisions for his final expulsion from the police and the justice system, in July 2023 Aleksandër Lilo returned to the administration as director of the Saranda Municipal Police. He now acts as the “master” of the city, usurping public spaces, sidewalks, parks, beaches and exerting open pressure on merchants, citizens and businesses.
This scandalous appointment was signed by the mayor of Saranda, Oltion Çaci, a character who, according to sources, is linked to suspicious activities and businesses in the "drug beach" area.
Despite court decisions and legal prohibitions on returning to public office, Aleksandër Lilo has not only not been punished, but has been promoted to a position where he exploits power for private and clientelist interests.
