The Prime Minister is expected to announce the biggest package of changes since coming to power. Sources within the majority speak of an almost new cabinet, a purge of institutional leaders, and an Extraordinary Congress that will reform the Socialist Party.
For two days now, rumors have been circulating in the corridors of the majority about a major political shake-up, which Edi Rama is expected to announce on Friday.
Various sources speak of a 90 percent reshuffle of the government cabinet, with only four ministers expected to remain from the current government.
So far, unofficially, the name of Anila Denaj is circulating as a candidate for the position of Deputy Prime Minister, while almost no information is available about the rest of the cabinet.
It is likely that Rama will not aim to rebalance the lobbies within the Socialist Party, but rather to bring into the government figures from civil society, academia, the private sector or the diaspora. In this way, he will try to present the cabinet as a team with a technical and professional profile, while the political axis of the government will remain unchanged.
It is also expected that one or two new portfolios will be created, oriented towards relations with citizens and communities, while the rest of the cabinet will rely on the traditional governance structure.
However, the most profound changes are not expected to stop at the ministers. The real earthquake is expected to hit the second level of executive power, the leaders of public companies and institutions with economic weight, who administer large budgets and thousands of employees. From Taxes to cultural institutions, there is talk of an almost complete renovation. At the same time, signals are circulating that there will also be intervention in the institutions that administer public contracts, construction permits and urban development.
In parallel with these moves, Rama is expected to call an Extraordinary Congress of the Socialist Party. The Congress will elect the new Assembly and Presidency, while many of the new MPs who, according to the perception within the party, stood by the Prime Minister during the last two months of political tensions are expected to be promoted to the leadership structures.
According to information circulating, Rama will not be the one to address the issue of deputies considered "inactive" at the parliamentary group meeting. This role is expected to be taken by Taulant Balla, who has prepared an extensive analysis on the public activity and political engagement of socialist deputies.
Only at the end of the meeting is Rama expected to intervene. Sources say he will not use exclusionary language towards MPs who have been deemed "suspicious" or "disobedient", but will maintain a more moderate stance, with the aim of avoiding new divisions within the majority.
At the same meeting, Rama is also expected to address the platform proposed by Elisa Spiropali, stating that the Socialist Party remains open to a broader debate on its organization. One of the changes being discussed is that the main institutional leaders of the majority, the Speaker of the Assembly, the leader of the parliamentary group, the chairmen of parliamentary committees and other important functions, be elected by the National Assembly by secret ballot.
These changes may not materialize immediately. Sources hint that Rama may divide the process into two phases. The first phase will be announced now, while the second phase could come in September, after the reaction of public opinion and the Socialist Party itself to the first package of "reflection" has been tested.
