In the Public Procurement Bulletin dated March 17, 2026, the Mayor of Saranda, Oltion Çaçi, announced two tenders, with the same investment objective, "Requalification of roads and squares", in several areas of this municipality.
In the first tender, signed on March 6, 2026, with a limited fund of around 200 million lek including VAT, Mayor Oltion Çaçi ordered the requalification of streets and squares in the residential centers of Gjashtë, Metoq, Berdenesh, Çukë and Manastir.
But even in the tender signed on March 10, 2026, with a limited fund of around 500 million lek including VAT, Mayor Oltion Çaçi ordered the redevelopment of streets and squares in the residential centers of Gjashtë and Metoq.
According to reports, for the same types and volumes of works in the residential centers of Gjashtë and Metoq, the "Bey" of Saranda, Oltion Çaçi, has created two parallel tenders. As is understood, the one that will go into his pocket is the one worth 500 million lekë.
While the tender worth 200 million lek will actually be spent to lay several shovels of asphalt on the streets and squares of the residential centers of Metoq, Gjashtë, Berdenesh, Çukë and Manastir in Saranda.
Mayor Oltion Çaçi will hold the first tender on March 24, while the second tender will be held on March 26. But the deadline for completing the works will be 8 months for both tender contracts./ Pamphlet
