KLSH has given the alarm that the state's reserves are empty. Many materials are missing and many others are in minimalist quantities...
Albanians will be at the mercy of fate in the event of a natural disaster. As winter approaches and flood stories have been painful, the state's reserves are empty. While millions of euros go to tenders and into the pockets of officials, there is no wheat, oil, water, flour or feed for animals in the warehouses of state reserves.
The alarm was given by the High State Control, which found that there are many abuses in this sector and those who suffer in the end are the citizens. From the audit conducted by the KLSH, in addition to missing many products, those that are present are in a condition many times lower than normal, openly violating the law.
If we take them in order, in the reserves of the state there are zero kilograms of wheat, zero liters of oil, zero liters of mineral water, zero vessels, zero containers or other means of shelter, zero mixed feed for animals and zero amounts of grass or other food for animals.
As for the condition of the materials, there are only 26 heavy tonnage machines out of the 100 that should have been there. There are nearly 2,000 pillows out of 8,000. There is also a big difference in sheets and portable beds or mattresses. Of the 400 tons of flour that should have been in stock, there is only 1.4 tons. Salt from 5 tons, there are only 800 kg. Macaroni out of 70 tons that should have had only 20. Sugar out of 80 tons that should have had only 21, etc. So it seems that the reserves are empty and if the country faces major disasters, the prime minister will have to go out again and beg at the doors of Europe, as the citizens will remain in the middle of nowhere.
During the audit period until the end of 2022, out of 22 items, 20 of them are with differences, the lack not only of the indicative condition of the goods (quantity) but also below the values of the minimum limits defined in VKM no. 1128 dated 05.08 .2008 "On the creation and administration of state material reserve goods", amended. For Group C items, it is noted that: The indicative condition of the goods and the minimum limit have been kept in the same criteria (norms), since 2008; The differences from the minimum limit for a significant part of goods are significant ", says KLSH.
Another conclusion of KLSH is that even the few materials that are there are not stored in the right conditions at all.
" The storage conditions of seized and confiscated goods were not optimal in all cases, due to the lack of investments for the reconstruction and maintenance of used warehouses. Also, a significant part of the goods, mainly clothes, or confiscated goods, were unpackaged and were not presented in optimal conditions for use. Meanwhile, the vehicles were spread throughout the territory around the main warehouses. For those categorized for scrap, the long period under the effect of atmospheric agents had greatly accelerated their depreciation. This situation was presented in almost all DRRMSH, as a result of not yet completing their sale procedures. Failure to act on time creates unnecessary overloads for the material reserve staff in terms of goods administration, but it also negatively affects the benefits that can come from their timely sale", says KLSH .
