"Alko Impeks Construction" and "Alko Impeks General Construction", two companies owned by businessman Arbër Abazi, are "caressed" by the Public Procurement Commission, raising strong suspicions of flagrant conflict of interest.
The head of the Procurement Commission, Jonaid Myzyri, previously worked as a lawyer at Alko Impex. But in this case the threads of influence are much bigger than that. Mr. Abazi turns out to have close family ties with the Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku. And his companies thrive on public contracts.
According to the data from the treasury, in the last four years, the first company has benefited from 2.3 billion ALL payments from the state treasury, while the second company has received more than 2.7 billion ALL. In total, more than 50 million dollars.
These are only the executed payments, while the amount of public contracts awarded but still in process is at least 2 times greater. The two companies win public tenders from the Contracting Authorities, but also through the Public Procurement Commission.
The institution headed by Jonaid Myzyri has given at least 6 decisions in favor of two Alkos. The total fund limit for these 6 tenders is very high and is estimated at over 13.6 billion old lek or about 13 million euros at the current exchange rate.
- In the fall of 2021, the Municipality of Fier announces the tender with the object "Service of cleaning and removal of waste (urban waste) in the Administrative Units and the maintenance of public cemeteries in the Administrative Units of the Municipality of Fier". Fund limit for this tender was 198,984,172 new ALL.
The company "Alko Impeks Construction", participating in this tender, is disqualified by the Municipality of Fier, for non-fulfillment of criteria.
The private company appeals the disqualification decision to the Public Procurement Commission (PPC). In October of that year, KPP, under the leadership of the mayor Myzyri, accepted the request of "Alko Impeks", ordering the Municipality of Fier to declare it the winner.
- At the end of 2021, the Municipality of Lushnje will hold a tender for the cleaning of the city. The limit fund was 49,968,489 new ALL. The contracting authority announced the winner of the company "Alko Impeks", disqualifying a union of operators from the competition.
The latter appeal the decision to the KPP. However, the institution dismissed their request, leaving in force the decision of the Lushnje Municipality to announce "Alko Impeks" as the winner.
– In May 2022, the Municipality of Himara disqualifies the company of the Abazi family from the tender for the cleaning of its territory. The limit fund was 289,674. 042 new lek.
"Alko Impeks" complains to the KPP headed by Jonaid Myzyri and its request is accepted, forcing the Himar Municipality to declare it the winner of the tender.
- In October 2022, the Municipality of Vora disqualifies "Alko Impeks General Construction" from the tender with a limited fund of 273,460,221 new lek for the cleaning of the city.
Again, "Alko Impeks" appeals the decision to the KPP and again manages to get a positive decision from this institution.
- In April 2023, the Municipality of Pogradec announces the winner of the Abazi family company in the tender "Lot IV, Ura e Zëmçë - Kryqezimi Proptisht, Bishnicë", with a limited fund of 220,320,000 new lek
One of the participants in the competition requests from KPP the disqualification of "Alko Impeks", but later this administrative review was stopped, leaving the Abazi family company as the winner.
- Finally, in July 2023, "Alko Impeks" appealed the decision of the Dibër Hospital Directorate for disqualification from the tender "Reconstruction of the hospital building", with a limited fund of 325,049,984 new ALL.
