"The criminal offense of intentional slight injury, provided for by Article 89 of the Penal Code, is not part of those offenses for which criminal prosecution is initiated," writes prosecutor Ylli Bashaj in a request for filing a complaint against the Maja brothers.

"Under these conditions, Bilbil and Jashar Maja, as victims of the criminal offense, have the obligation to express themselves through their complaint if they require criminal prosecution against all the persons cited above," the document further states .

Cousins ​​Bilbil and Jashar Maja were brutally beaten with baseball bats and threatened with guns by relatives of the area's MP Rrahman Rraja on July 6 – in retaliation for complaints and denunciations they had made about damage to their homes by a quarry owned by the Rrajas.

The event was commented by the general public as an indicator of the gangs' control over the country's territory and the inability of the State Police to exercise its main task, the control of the territory. It was followed by the resignation of Rraja as a deputy and the departure of Bledi Çuçi from the Ministry of the Interior.

Based on these conclusions, the prosecutor of Tirana, Ylli Bashaj has concluded that in this case, the nine prosecuted Ineidi Rraja, Andi Rraja, Eni Kullaj, Pëparim Rraja, Xhelal Rraja, Flamur Rraja, Rexhep Rraja, Klajdi Rraja and Edison Meta committed the crime criminal "Intentional slight injury".

Prosecutor Ylli Bashaj refused to comment on BIRN's question about the easing of charges against the two victims of violence. While the Prosecutor's Office of Tirana recognized the great sensitivity of public opinion about the event, through a reaction in the afternoon, where it stated that it was following other procedural actions related to the criminal proceedings. The prosecution did not clarify whether the Maja brothers had filed a complaint and who were the other investigative actions they were carrying out.

Rrahman Rraja was a deputy of the Socialist Party since 2017, but he became known to the general public in 2018, when a 25-year-old girl denounced his son Rexhepin for violence. The easing of charges against members of the Rraja tribe was commented by former Prime Minister Berisha as a "scandal".
