Police Chief Skënder Hita signs the dismissal of the former official close to Proda; he had been suspended for absence from duty and had previously been processed for the release of a wanted person
One of the officers closest to the former Director General of the State Police, Ilir Proda, has been officially expelled from the police. The new Director of the State Police, Skënder Hita, has signed the dismissal of Ulian Shpataraku, a name that has been rumored for years in sensitive files of the AMP, SHISH and law enforcement structures.
Shpataraku held the position of assistant in the Department of Information Technology at the State Police, but had been suspended from duty for months by order of the acting director Sokol Bizhga for "failure to appear at work regularly."
According to sources, he justified his absence by pursuing master's studies at the Security Academy, but it is suspected that for a long time he did not show up for duty at all, while continuing to be paid by the State Police.
But Shpataraku's problem is not only related to absenteeism.
His name has long been the subject of reports and investigations by security structures, as he is said to have been criminally prosecuted for the release of a wanted drug trafficker.
On January 31, 2023, the Police Supervision Agency and the Prosecutor's Office suspended him from duty and brought him to trial, after according to investigations, on September 14, 2022, he had captured the much-wanted trafficker E. Filja, but then released him by not complying with the prosecutor's order.
The suspension decision was also upheld by the Supreme Court.
During the investigations, suspicions also emerged about his connections with figures in the criminal world in Elbasan and Durrës. Reports from SHISH, AMP and partner structures mention Shpataraku in episodes of exposing police operations, failing to report criminal activities and concealing denunciations.
Some of these reports also mention the name of Ilir Proda, with whom Shpataraku had close professional ties since the time when Proda headed the police structures in Elbasan.
According to reports, despite legal problems and numerous suspicions, Shpataraku not only did not leave the system during his tenure at Proda, but was promoted to important positions.
On October 3, 2024, the day Ilir Proda took over the leadership of the State Police, Ulian Shpataraku was appointed in his place in Elbasan. He was then transferred to the General Directorate of Police and an attempt was made to appoint him as police director in Korça.
Sources close to security structures have revealed that his appointment in Korça was opposed following reactions from international partners and structures such as Europol, which forced Proda to withdraw from the decision.
Shpataraku's departure is seen as one of the first strong blows to the dome created during Ilir Proda's leadership of the State Police, while it remains to be seen whether there will be other movements in the ranks of leaders associated with him.
