In October 2012, former Albanian Navy captain Artur Meçollari refused to sign the exclusion of the Cape Paul naval base from the Albanian army expansion plan. The consequence was immediate: he was dismissed from his post and transferred to the Doctrine Command, where he was then finally dismissed from the army. The full story was first made public in Pamflet’s “Të Pashoq” podcast.
The attempt to remove Cape Paul from the structure of the Navy had begun in December 2011, during an annual review organized by the then Minister of Defense, Arben Imami, in Cape Paul. The Commander of the Navy, Kudret Çela, was present, along with the Chief of Staff and his deputies, among whom was Kristaq Gërveni.
Meçollari, who was abroad during that analysis, was informed upon his return by Commander Çela. The two agreed to draft a 10-year plan for the development of the Navy as a means of institutional protection. The document was drafted by a working group under the leadership of Meçollari, submitted in September 2012 and signed by Commander Çela. The Chief of General Staff at the time, Xhemal Gjunkshi, never approved it.
The pressure for the signature came from Sandër Lleshi, then deputy chief of the General Staff. Meçollari describes him as the “most aggressive” person in the process. After being rejected, the ministry tried another route: it took Meçollari to meet with the American company Kubik, under the pretext of reviewing the force structure. Meçollari contacted the American military attaché directly, who confirmed that the embassy was unaware of Kubik’s actions and had not coordinated with him.

For one reason only, you refused to sign the exclusion of the Bishtpalle naval base from the army expansion plan. How long did the meeting last where they asked for your signature and what exactly were they telling you at the time when you made this refusal?
Meçollari: Shiko, kjo është një histori që ka nisur që në dhjetor të 2011. So, there was a disconnect between the American embassy and the American company that invested, that advised in Albania. So they were not oriented, that is, they had not coordinated their actions. It seems that the company was very influenced by the Ministry of Defense at that stage, and it is no longer bound by the contract, after that it is not bound. And I stood firm, I sent a letter to Sandër Lleshi, he sent a letter to the fleet headquarters, where he requested a change in the structure in order to remove Cape Paul from the expansion plan. Cape Paul, at that time, Damir Fazllić asked to take us. Because he had also taken a territory in Porto Romano. Then I sat down with my whole team and we made a 60-page document just to protect Cape Paul. 16 people signed it, that was all we did. We classified it and sent it to the ministry, it's a letter, only the signature comes out, sometimes the ministry has released it, only the last page, I have released it on the website. I don't know if it was released at some meeting. And this letter is what he defended.
They removed me after that. They dismissed me, took me to the doctrine command. There I was finally released to the doctrine command and but this letter managed to save Cape Paul. After it was actually argued, classified and they had nothing else to do, so the actions that they would carry out later, would fall prey or would contradict this concept that was written precisely in this letter by those who were competent to do it, which was the naval force command. And Cape Paul was saved.
