The mayor of Himara, Jorgo Goro, who was arrested by order of SPAK, will appear today at GJKKO, where the security measure will be verified and he will be questioned. In this session, the security measures for the other 4 accused, two of them still wanted, will be verified.
Goro has been transferred to the security block in Tirana, from where he will be escorted to court. Goro was handcuffed on March 23 with suspicions that he abused his office on two occasions, alienating two properties in Dhërmi, with a total area of 10,592 m2, where the ultimate beneficiary of the land was businessman Artan Gaçi, former MP of the SP.
The Special Prosecution Against Corruption and Organized Crime has officially communicated the arrest of the acting mayor of the Himar Municipality, Jorgo Goros. Through an announcement, SPAK announces that it has requested the assignment of the "prison arrest" measure for Jorgo Goro as a suspect for committing the criminal offense "Abuse of duty", committed in cooperation 2 times.
Together with him, 4 people were also taken under investigation, one of them under arrest in prison, the owner of the property and the other 3 under the security measure of "house arrest". For the latter, SPAK has raised suspicions that they have falsified documents while benefiting in violation of the law.
The Special Prosecutor's Office says that Goro, together with the Director of Land Protection and Management in the Municipality, forwarded the forged documents to other institutions, leading to the registration of the state property in favor of the private. The security measure against him was executed during the afternoon hours by the police.
"From the analysis of the evidence obtained up to this stage of the investigation, reasonable suspicion has been created that Jorgo Goro, in the capacity of the Mayor of Himarë, in two different episodes, has carried out actions in violation of the law, which constitute a regular failure to fulfill his duties , bringing with it the criminal consequence in terms of the provision for which it is being investigated", announces SPAK.
Two criminal reports were verified against Goro, one of which was first investigated in the Prosecutor's Office of Vlora and another was made by the elected mayor of Himara, Fredi Beleri, who is in prison, convicted of electoral corruption. Both reports were merged into a single one by SPAK investigators in September 2023.
The first case for which Jorgo Goro is accused:
According to the Prosecutor's Office, Jorgo Goro, in cooperation with the Director of the Department of Land Protection and Management of Himar Municipality with the initials JB, without making any concrete verification according to legal obligations, forwarded to the competent bodies completely falsified documents, making possible the registration of an area of 5512 m2 of agricultural land owned by the state, in favor of the private entity. This area of land located in Dhërmi, Vlorë, after being registered in the public registers thanks to the illegal actions of the responsible persons, the Director of ASHK Local Directorate Vlorë with initials BA and the Lawyer at ASHK Local Directorate Vlorë with initials V.GJ. has been alienated in favor of a private entity, stripping the state of its ownership. This alienation has been accompanied by unfair material gain for the other citizen under SM investigation. Currently, this area of agricultural land is seized by decision of the Special Court of First Instance for Corruption and Organized Crime.
The second case for which Jorgo Goro is accused:
Also, Jorgo Goro in the capacity of the Mayor of Himarë, in another episode subject to the investigation of the same criminal proceeding, has committed actions in violation of the law, which constitute a regular failure to fulfill the duty, bringing with it the criminal consequence in terms of the provision criminal. This citizen, in cooperation with the other citizen under investigation JB, has carried out with concrete actions the actual displacement on the ground of an area of agricultural land of 5080 m2, superimposing it on another property owned by the state. The citizen under investigation has exceeded all powers that the law recognizes, stating the existence of an overlap of immovable properties on the ground and then confirming a placement plan, which turns out to have served not only for subsequent transactions between the subjects of different but also for the development of the property, including here the equipment with a construction permit for a tourist complex in the name of a commercial company, which will be built on both surfaces in question which are bordering (10,592 m2). In these circumstances, citizens JG and JB are suspected of committing the criminal offense "Abuse of duty" in cooperation, provided for by article 248 and 25 of the Criminal Code, committed twice.
