After the land seizure in Himara and the arrest of former mayor Jorgo Goro, SPAK made a sudden turn by requesting that the Xhaçka-Gaçi couple not be investigated, stating that they did not forge documents. Altin Dumani and Ols Dado have become partners with the government to hide the truth, casting a shadow over the credibility of the new justice system. Here are 10 questions that reveal the scandal that SPAK is trying to cover up.
We are usually accustomed to SPAK prosecutors appealing the decisions of the Special Court only when the judges ease the defendants' positions. However, on Friday the opposite happened. SPAK officially intervened in favor of the couple Artan Gaçi and Olta Xhaçka, requesting that they not be investigated in connection with the land grabbing affair in Himara, a case for which former mayor Jorgo Goro and several subordinates have already been arrested.
On April 1, 2025, Judge Flora Haradinaj ordered SPAK, in addition to Jorgo Goro and three other officials, to initiate criminal investigations against Artan Gaçi and Olta Xhaçka, on charges of “Abuse of office, falsification of documents resulting in theft of property and money laundering in collaboration.” The reason was clear: all the land documents obtained for the resort were the result of forgeries made by the joint group that also included the Gaçi-Xhaçka couple.
But surprisingly, prosecutor Ols Dado and SPAK head Altin Dumani not only did not act on the court's decision, but even urgently appealed the first-instance decision, demanding that the couple in question not be investigated at all. Their argument is scandalous: "Numerous and in-depth investigations have been conducted, and it does not appear that the Xhaçka-Gaçi couple have falsified the documents."
If this is true, then why did SPAK arrest Jorgo Goro? For whom were the falsified documents made if not for the Xhaçka-Gaçi couple? Why was the land confiscated and work on the resort suspended?
SPAK and its leaders are today facing a scandal that can be summarized with 10 simple, but critical questions for the new justice system in Albania:
1. If there are no forgeries, why was the former mayor of Himara, Jorgo Goro, arrested?
2. For whom were the documents forged, according to SPAK itself in the indictment against Goro?
3. If Xhaçka-Gaçi did not forge, why was the land seized and the works blocked?
4. If everything is clean, why did you accept the confiscation of the land and its return to state ownership?
5. Why do you state that you have conducted numerous investigations, when the court confirmed that no serious investigation was conducted for the Xhaçka-Gaçi couple?
6. Is it true that the evidence submitted by BKH showing the couple's involvement in the forgery was left out of the file by SPAK?
7. If there are no forgeries, why don't you demand the immediate release of Jorgo Goro?
8. What interest does SPAK have in urgently appealing the court's decision to protect Xhaçka-Gaçi, are you their lawyers or prosecutors serving the public?
9. Are you the face of the new justice system or a continuation of the old justice system, which serves as a shield for the political and governmental mafia?
10. Will the High Prosecutorial Council and the High Inspectorate of Justice react to this scandal?
SPAK must provide the answers to these questions if it truly wants to serve justice and not power.
This is a serious test, not only for Dumani and Dado, but for the entire new justice system that claims to have been built in Albania./ Pamphlet
