
As if the alienation of military properties with the Albania 1 Euro project and the transfer of coastal areas into the ownership of oligarchs with the strategic investment law were not enough, last year the government invented another initiative to transfer the last remaining public properties and assets into the hands of the same circle of clients.
In silent coordination with the Berisha family, which rules the opposition, to achieve this predatory goal, the government decided to launch a new partnership with private business, to bring about what it is calling the revitalization of state property.
Strategic properties, government villas, old buildings, offices, state lands, etc., have been earmarked for several oligarchs. The latter will invest to build towers, resorts, and villas, while the state will benefit from 'free' offices.
Some of the extortion projects are;
–The conversion of government villas in Vlora into luxury hotels.
–Returning government villas in Velipojë into luxury hotels.
–Construction and management of the Cadastre building at the Faculty of Civil Engineering.
–Construction of the government complex in the urban area near the "Selman Stërmasi" stadium on a plot of approximately 12 thousand m2.
–Construction of the "Selman Stërmasi" tadium, where the private sector will utilize a 60 thousand m2 territory.
–The new National Library building near the Student City, with a land area of 27 thousand m2.
Several other plans to launder public funds are in the works. They usually arise over dinners and lunches with expensive wine.
To implement this predatory project, the Albanian Investment Corporation was created. At its head, Edi Rama has placed Mrs. Elira Kokona, who seems to be used like Ilir Beqja for healthcare concessions.
Elira Kokona has held important positions in government since 2013. Kokona was Secretary General of the Ministry of Justice and then Secretary General of the Ministry of Culture. She exercised these duties in conflict of interest with several other functions and activities, as at the same time she also exercised her private practice as a lawyer until 2014. Ms. Kokona even defended the interests of her clients who were in court with the government in arbitration until 2015.
In 2015-2016, around 450 thousand euros were transferred to her account as part of the legacy from the implementation of two Strasbourg decisions.

There are strong suspicions that Elira Kokona used her positions as Secretary General of the Ministry of Culture, Secretary General of the Ministry of Justice, and then as Deputy Secretary General of the Council of Ministers, to collect documents in support of her cases against Albania.

In addition to her function as Secretary General and her activity as a lawyer in cases against the Albanian state, Ms. Kokona has also declared income from teaching at the Law School, teaching at the Magistrates' School, teaching at Luarasi University, as an expert with the Kosovo Security Agency, and expertise with the European Commission. / Prapaskena /
