The theft of public money by the sterilization concessionaire was carried out through several forms, where the most important scheme that led to overbilling of services was used by opening subcontracting companies.
There are dozens of companies owned by Ilir Rrapaj, the Italian Umbro Staçini, his wife Elizabetta, Rrapaj's brother, Mitati, and many directors of "Sani Service", which have embezzled money from the state budget, using the service of the surgical equipment sterilization concessionaire.
But "Ora Neës" has learned that these schemes were not the only ways to steal public money.
Since the financial cake in favor of the concessionaire has increased precisely after the revision and renegotiation of the concession contract, which the former Minister of Health, Ilir Beqja, had signed on December 10, 2015.
The renegotiation of the contract was done by the current Ministry of Health, Ogerta Manastirliu, which has decided to make part of the service of the concessionaire "Sani Service" and 8 thousand operations that are considered microsurgical.
These operations, such as sunatllik, appendicitis, removal of a nail and a mole or even foreign flesh from the nose, were outside the concession scheme, but became part of this service in order to increase the benefit of Ilir Rrapaj and his people who surrounded him .
For an operation of this category, the financial budget of the Ministry of Health was charged with 100 thousand old lek, a price that was determined for each surgical set that was opened in the operating block.
By increasing the number of surgical interventions, the ministry consequently brought increased costs in the budget and benefits to "Sani Service".
But some of the well-known surgeons of the central hospital in Tirana and regional hospitals, during the interrogation phase, have shown in SPAK that the theft of money from the state budget was also carried out through double or triple billing of an operation.
According to the testimony of the surgeons, many problems with the lack of complete instruments in the sets, appeared intentionally or not, by the sterilization concessionaire.
After a surgical intervention, two or three sets of instruments are opened to complete a single set in total. But this has resulted in triple billing from the concessionaire, at a time when only 1 operation was actually carried out.
And such a scheme has been carried out both for serious operations and for microsurgical interventions.
The category of sets with surgical instruments for serious operations costs 370 thousand old lek, but in many cases the state budget has paid the concessionaire "Sani Service" up to over 1 million old lek for just 1 surgical intervention.
From the data made official in the annual report, it results that in only 2 years, the concessionaire has invoiced the budget for an amount of 3.6 billion ALL, which is equal to 36 percent of the estimated initial value of the contract for the 10-year period.
After the increase in payments in 2018, as a result of the increase in interventions, the Ministry of Health issued an order to limit operations, giving the effect in 2019./ Ora News
