Artan Hoxha appeared today at SPAK, where he deposited an audio material from the communications of the guard on January 21, communications that show that the murders on the boulevard took place by order.
Invited to the show "Te Paespozuarit", Hoxha said that this is the last chance for SPAK to investigate the incident, for which two people have been killed without perpetrators.
" After the decision of the Supreme Court, which came after the Strasbourg decision, SPAK was forced to investigate this case. Ironically, it is the same prosecutor who represented SPAK in the Supreme Court. SPAK has initiated the case.
The prosecution's request was to hand over an audio recording that captured communications on a special channel of the guard chain of command, before, during and after the murders.
The murders were not committed as the court decision so far, that they were killed by negligence. It has been said that the garda did not have a radio communication server. Meanwhile, we saw them when we were there, they were working with the radio.
Even in the procedure of the guard, it is communication by radio receiver. I had the tape, we found the tape that recorded the radio communications. The tape shows that the killings were done on orders. The order is given to be shot in the body.
The moment when it is shot is 7 seconds. This communication is for guard leaders only. Only the former director of the state police appears there. He even communicates with the commander of the guard, he says come quickly because I don't have time to wait for you, so it seems that the commander of the guard is autonomous. The recording was accessed with a dictaphone, which had access to the channel through which the guards' leaders communicated.
I published it in January 2023. We were asked to submit it to the Prosecutor's Office of Tirana and I did not submit it, because they had been there for 12 years and had not done anything. None of the high-level characters were summoned, the prosecution could not do this.
Why did we ask to call SPAK? The head of SPAK defended the same line. The recording communicates with codes, I have deciphered some of them. Through the codes you see who they are. A good part of them are no longer a united fist, but they have the opportunity to speak. Second, there is no possibility today to exert the same pressure as at that time.
The vast majority of the evidence has been recorded, but the testimonies and statements of the people who called the protest, managed the protest and then hid the evidence are missing. It turns out that the shots came at the moment when the intensity dropped.
