To save Albania from the mentality of the dictatorship of the proletariat

In one of the old alleys in Tirana, a slogan can be faintly read even today and is the almost forgotten legacy of the communist regime. Parrulla, I think it was written somewhere in the 80s, says: The dictatorship of the proletariat is true democracy.

It seems to be indicative of the ignorance cultivated in Albanian society from school before and after the fall of communism, before and after the bright era of Tik Tok, that a statement on Sunday by Prime Minister Edi Rama did not cause any shock and was passed as an ordinary thing. Rama's statement was about the decision he announced on Saturday to shut down Tik Tok. His argument as to why he should and could do such a thing was a thing which he called consultation and which, the statement suggests, constitutes a sufficient legal and constitutional argument for the said decision-making. Rama said that the decision was based on "1300 meetings organized throughout the country by the Ministry of Education, where 65,000 parents participated, as well as from the survey conducted where over 90% of parents requested the closure of access to the Tik Tok platform in Albania".

In a second statement on Twitter, Rama seemed to respond to the Tik Tok company's complaints by describing Albania as a "democratic country" where, supposedly, the majority decides.

More than thirty years have passed since the time when the violence of the Albanian by the Albanian was justified with such slogans, but it seems that the spirit of the slogan continues to circulate like a ghost in the Albanian society, which, from time to time, appears as if raised from the grave in the mouth of politicians like the work of Rama, who use the opinion of the people as a justification for decision-making and not, as it should be, constitutional and legal arguments.

For anyone who has forgotten, as well as for those who have never learned, an explanation is needed: The dictatorship of the proletariat was, according to Marx's theory, a transitional stage from the fall of capitalism to the establishment of a classless society. During this phase, the proletarians, who were supposed to make up the majority of society, had to suppress resistance to communism from the ranks of the "bourgeoisie". (Some socialists, such as George Orwell or Mikhail Bakunin had the ability to foresee that the dictatorship of the proletariat was in fact nothing more than a dictatorship of ex-proletarians).

And for anyone who didn't learn it in school, and who probably won't learn it even on Tik Tok, we have to say that the system we live in, which is conventionally called a liberal democracy, despite the fact that 90% of society has a certain opinion, the remaining ten percent have rights. In short, even if we take it for granted, (which is not at all logical to do) that the government of Mr. Rama really conducted 1,300 consultations in the span of one month and asked 65,000 "parents", and that the survey he spoke about was conducted according to the most universally accepted survey methods, the fact remains that those 10 percent of "parents" who, it is understood, do not agree with the closure of Tik Tok, they have rights. And, in the state of liberal democracy, unlike the dictatorship of the proletariat, this 90% who have joined Rama's opinion, expressed a month ago, that Tik Tok should be closed, has a duty, and should normally feel proud to respect the wishes and opinions of this 10 percent of parents who do not think that Tik Tok should be closed. The majority should feel even more strongly that it is in their honor to respect, not only the 10% of those who want to use Tik Tok, but also, if the majority is 99%, the remaining 1 percent. And the honor of the majority increases, if it respects even the last individual who thinks differently.

Then the problem doesn't just lie with the 10% who are implied to be parents and who supposedly feel that this is the best way to protect children from Tik Tok. The problem is with the rest of the population, including politicians and activists who use Tik Tok for whatever they like. The consulted parents, whether these 90%, according to Rama's calculations, still constitute a minority part of the population and probably constitute a very small part of those who are parents in Albania today and who, for one reason or another, have not been consulted or have judged that participation in the consultations of the Ministry of Education is a waste of time. That is, even in the state of the dictatorship of the proletariat, 90 percent of the 65 thousand parents would not be the majority of the people (according to the latest calculations, the Albanian political body consists of 2.4 million people, of which 1.91 million are majority) but a minority of the minority.

Then, as far as liberal democracy is concerned, even if we ignore the fact that the essence of democracy is the respect of the minority by the majority (which is not at all reasonable to ignore), there still remains the problem of form and procedures, which are equally more important than the result. In short, it does not matter that 90% of those consulted have expressed this attitude, in case they did not have the opportunity and the means to make an informed choice.

Pra, nëse nuk ka një debat ku i gjithë spektri i opinionit, nga më ekstremi i njërit krah në ekstremin e krahut tjetër janë dëgjuar në mënyrë të mjaftueshme, përmes mjeteve të informimit publik, ky opinioni i 90 përqindëshit nuk vlen, sepse është opinion i të painformuarve, është opinioni i turmës.

Ky dëgjim dhe lexim i opinioneve të larmishme mbi një temë duhet të kryhet përmes medias së pavarur dhe të paanshme, e cila, sot për sot në Shqipëri, për shkak të kontributit shumëvjeçar të Ramës në korruptimin e saj përmes koncesioneve, tenderëve, lejeve e licencave, thjeshtë nuk ekziston.

Autori i këtyre radhëve nuk është përdorues i Tik Tok dhe personalisht mendon se bota nuk do të humbiste asgjë në rast se Tik Tok nuk do të ekzistonte. Por kjo nuk vlen për shkak se Tik Tok ka të drejta dhe përdoruesit e kësaj platforme kanë gjithashtu të drejta, pavarësisht se sa gabim mund ta kenë nga pikëpamja e njërit apo tjetrit. Dhe për më tepër, autori i këtyre radhëve është njohur për ekzistencën e Tik Tok nga një fenomen që quhet Colleen Hoover, një shkrimtare amerikane, autore e një dyzine me libra për të rinj të rritur, pra për adoleshentë, e cila e gjeti audiencën e saj në mbarë rruzullin, përfshirë edhe Shqipërinë, në rrjetin social Tik Tok. Ajo ka shitur së paku 20 milionë kopje duke arritur një gjeneratë të re lexuesish pikërisht në këtë platformën fort të urryeshme, Tik Tok. Fenomeni i krijuar prej saj tashmë njihet si Book Tok. A është e arsyeshme që, në bazë të opinionit të këtij 90% të turmës së kryeministrit, të mbyllim aksesin e Colleen Hoover në këtë media sociale? Botueses së kësaj autoreje në shqip nuk i ka ecur aspak keq dhe cënimi i të drejtave të saj do të ishte, jo vetëm i paligjshëm dhe antikushtetues, por do të ishte krejtësisht e paarsyeshme.

Blocking access to a certain media is most likely the modern equivalent of burning books in Nazi times or banning them in Communism. In both cases, not only is it not a solution, but it is the wrong solution. Even if 100% of the population goes crazy for an idea, blockades, bans, burnings are not solutions. If Rama is worried about the "neighborhood gangster", shutting down Tik Tok will not eliminate the problem, it will simply force the "neighborhood gangster" and his followers to transfer from one platform like Tik Tok to another.

Solving the problems of bullying or vulgarity or making children of all ages aware of the problems that propaganda, abusive or deceptive advertising, disinformation, bad media or self-masturbation literature, in the figurative sense of the word, of the type of how to become a millionaire open us up. and how to find a lover with money, these are not solved by prohibition, nor by blocking, nor by burning books.

In the end, this may all be a pointless discussion. In a statement on Sunday, Rama said, among other things, that: "Either TikTok itself must protect the children of Albania or Albania will protect its children from TikTok." The use of the adverb or suggests that his statement that Albania will not be so clear-cut and that he plans to forget the matter just as he has already forgotten the creation of the Bektashi Vatican ministry in the middle of Tirana, which he threw with great fanfare in last September to leave it in oblivion after the third day./BIRN
