Two procurement procedures opened by Eco-Elb, the company that passed the right of the Elbasan incinerator with shareholders to several municipalities of this region, have appealed to the Public Procurement Commission.
In fact, it is about procedures opened in April of this year, but it seems that the evaluation of the offers was done only recently, leaving the operators dissatisfied with the decision of the Commission for Evaluation of Offers. Specifically, it is about the procedures "Monitoring environmental parameters and drawing up environmental reports (for the plant)" and "Monitoring environmental parameters and drawing up environmental reports (for the landfill)". The complaint was made only a few days ago by the same operator for both procedures.
But what is the objective of the procedure opened by ECO-Elb? "The purpose of this monitoring report is to reflect the real situation of the environmental performance of the Elbasan landfill and to present the impacts that this facility has on the surrounding environment in accordance with legal requirements. It is important that the data produced are representative, necessary, valid and allow the accurate assessment of the impact of the landfill on the environment. The purpose of the monitoring program must first be identified by the process of investigation, evaluation of the impact on the environment and the nature of the waste that is deposited. It should include all environmental areas that can be significantly affected through the operation of the landfill.
Monitoring of surface and underground water including bio-quality and analysis of key parameters Air monitoring and review of pollution levels in the area identifying parameters that are at problematic levels. The monitoring of acoustic pollution aims to assess the level of acoustic pollution in the main points of the area, to give the opportunity to judge the level of emitted noise," the document states.
Eco Elb is a company created on 18.11.2021 and has as its object the activity "Collection, rehabilitation and processing of various, organic, solid, green waste,...etc, in the administrative territory of all the municipalities of Elbasan District. Treatment of waste by combustion (incinerator). Production and sale of electricity. Its shareholders are Cërrik Municipality with 8 percent, Gramsh with 8 percent. Elbasan 52 percent, Peqin 8 percent, Belsh 8 percent, Librazhd 8 percent.
Currently, the issue of incinerators is the most discussed after the advancement of investigations by SPAK, where 11 arrest warrants were issued a short time ago and five people were put in handcuffs. The case involves not only the incinerator of Elbasan but also of Fier and Tirana./ Monitor
