Citizens, who want to carry out actions with their properties, cannot and do not walk without any solution.
Banks are exposed to an extraordinary financial risk. That of fraud with collateral that does not exist or that can be alienated. The cause of all this madness is the Cadastre. More precisely those who manage it.
A few months ago, Prime Minister Edi Rama trumpeted loudly in the media that all counters and physical contact between citizens and the Cadastre would be removed. The physical counters that used to provide information were closed, and everything went online. This was the starting point of one of the most serious crimes of the state against citizens in Albania.
No one knows exactly what happened. Although the country has been held hostage for 3 months, the Cadastre and the government do not provide any explanation for the reasons for the blockade. The notaries say that there is a new management system, where applications from Tirana go to Kukës or those from Shkodra go to Vlora.
A chaotic system, which was supposed to reduce corruption, but actually caused a collapse. However, the distribution of applications is not the only cause of the total blockage of the Cadastre. It is also rumored that the computer system has been hacked.
While IT tenders are a monument of corruption and often violation of citizens' private data, in this case they apparently went too far. The citizens themselves were also violent. Sources within the Cadastre say that a backlog of about 40,000 applications has been created that have not been answered.
This is the digital Albania of corruption, where citizens are not only being robbed, but are also being driven away. A serious crime has occurred in Cadastre, which is being passed in silence. Maybe it's time for SPAK to turn its eyes to the gang that has usurped the Cadastre./ Oligarkia.al
