
Another tender has been opened by SPAK, which has decided to spend up to 793 thousand euros to furnish the interior of the recently reconstructed premises of the National Bureau of Investigation.
The tender aims to completely furnish the facility, while the procedures have been open since September 24 and the deadline is October 24, 2025.
Work desks, armchairs, cabinets and even window curtains will be purchased from SPAK. SPAK has ordered 3,939 square meters of non-transparent curtains with mechanisms alone. Meanwhile, the list of goods to be purchased also includes 242 wheelchairs and 12 pieces of dressing cabinets.
Altin Dumani has entrusted this tendering process to Lulzim Mata, a former procurement official at the Albanian Road Authority who was hired a few months ago at SPAK, as well as to SPAK's chancellor, Laureta Binaj, the wife of Supreme Court judge Sokol Binaj.
The tender was not divided into Special Lots, in order to fragment the financial amount, as SPAK argued that:
“ …furnishing is not a random group of items, but a unified project, which gains value only if it is carried out as a single whole and under the responsibility of a single economic operator. Therefore, not dividing into lots is not only an option permitted by law, but a logical, technical and functional necessity, which ensures aesthetic coherence, technical integration, clear responsibility and unified delivery on time… ”.
Therefore, based on this situation and this argument, the Bid Evaluation Committee will announce only one winning company, which will have the exclusivity to furnish the entire BKH building.
We recall that the tender for the internal reconstruction of the building failed twice. In the third procedure, SPAK was able to announce the winner in December 2024, selecting a consortium of economic operators led by 2T, in the 3.95 million euro tender.
According to documents published by the Public Procurement Agency, "KAEXH" of Kapllan Cuku from Dibra, "2 T" of Artan Sakos and Dritan Troksi, and "AESS" of Lefter Klemos, were declared winners in the competition, where there were only two bids, offering a price of 3.71 million euros.
The other bid that resulted in a loss was that of the construction company "ULZA" of the brothers Ndue and Nikolin Shpani, which offered a price of 3.89 million euros.
The multi-story building, which cost over 4 million euros to build, was transferred under the administration of the Special Prosecution Office, following an agreement between the Ministry of Justice and the Municipality of Tirana, at the time Erion Veliaj.
The building, although new, did not have a very functional interior architecture to be converted into offices for the Special Prosecution Office.
For this reason, the Albanian government approved a budget request from SPAK, with the aim of its reconstruction and adaptation to accommodate prosecutors and officers of the National Bureau of Investigation.
Part of the adaptation project was the construction of an above-ground tunnel, which will connect the new BKH building with the premises of the Special Prosecution Office./ Syri.net /
