The meeting of the Regulatory Commission at the CEC failed due to a lack of quorum, as the two representatives of the Democratic Party did not attend.
The chairwoman of this committee said that the two representatives of the Democratic Party requested the postponement until Monday at 5:00 p.m. According to her, they requested the postponement for two reasons; due to the legal situation and because they need more time to study the 4 draft acts.
For this reason, they did not show up at today's meeting, causing it to fail due to lack of quorum, as only 3 members were present.
On November 9, early elections were decreed in 6 municipalities in the country.
Below is the order set for today's meeting that failed:
1. Draft decision “On the approval of some procedural deadlines related to the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cërrik, Mat and Vlorë, dated 9 November 2025”.
2. Draft decision “On the approval of the technical specifications of the ballot paper for the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cërrik, Mat and Vlorë, dated 9 November 2025”.
3. Draft decision “On the use of the electronic voter identification device in the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cërrik, Mat and Vlorë, dated 9 November 2025”.
4. Draft decision “On the use of recording cameras and monitors for the display of ballots at the Vote Counting Stations in the partial elections for Mayor in the Municipalities of Tirana, Berat, Tepelena, Cerrik, Mat and Vlora, dated November 9, 2025”.
