The TIMS system has revealed two officials of the Ministry of Health, Klodian Rjepaj and Ilir Beqaj's cousin, Genc Burazerin, in signing the documents granting the sterilization concession worth 100 million euros, without being present in Albania.
SPAK has proven that former deputy minister Klodian Rjepaj was not in Albanian territory. But on the other hand, it turns out that he signed the minutes as the Chairman of the Concession Granting Commission.
The other member of this commission, Genc Burazeri, was outside Albania. Both of them were not present at the meetings held, since according to the TIMS review, they appear abroad.
Surprisingly, the signatures of two officials are on the documents.
On June 9, 2022, officers of the National Bureau of Investigation verified in TIMS the movements of 6 members of the sterilization concession commission, Klodjan Rjepaj, Arben Gjata, Genc Burazeri, Marsela Serjani, Petref Mersini and Saimir Kadiu.
This verification showed that Genc Burazeri was outside the country on September 12, 2014, February 3, 2015 and April 21, 2015. On these dates, the minutes of the Sterilization Concession Commission were kept, where Burazeri signed these documents. .
While the former Deputy Minister of Health, Klodian Rjepaj, left the territory of the country on February 13, 2015 at 05:12, the date on which the minutes of the Concession granting commission were held, where Klodian Rjepaj also signed.
The documents show that everything was a rigged concession, with the sole purpose of winning 100 million euros, Ilir Rrapaj and the Italian Umbro Staçini, two friends of the former Minister of Health Ilir Beqaj.
The prosecution documents clearly show Beqaj's acquaintance with the two winning persons and the conflict of interest that the minister has in this concession.
According to the documents in the file, Minister Ilir Beqaj did not inform the commission about the granting of the sterilization concession, about the acquaintance and the trips he had before the procedure with Rrapaj and Stačini.
The investigation for Ilir Beqaj, Shkëlqim Canin, the 4 members of the Public Prosecutions Commission and the commercial entity "Investital" which has 40 percent of the concession has already been separated and SPAK is conducting the investigations for the charge of "Active corruption", "Cleaning of the products of the work criminal" and property investigation./Oranews
