In Albanian tradition, where joys and sorrows are often accompanied by a glass of alcohol, a minimal amount does not necessarily constitute negligence. However, in the event of an accident, every detail counts, because even a small amount of alcohol can affect a breath test and, according to Albanian law, any level above zero is considered alcohol influence even if the driver is not drunk. This applies equally even if the accident is not causally related to the use of alcohol.
Previously, in these cases, insurance companies sought reimbursement of the damage paid, through recourse lawsuits against their clients. The client returned the entire amount that the insurance company had paid for the damage caused by him.
The insurance market leader, SIGAL, has decided to act differently, not for all cases. The company has brought to Albania the product “TPL Plus”, following the example of several European countries and offers coverage for material damages, in cases where the driver has consumed a minimum amount of alcohol. This, with the condition that the amount is up to 0.5 mg/L.
If the driver has caused an accident and is a holder of the TPL Plus contract, which costs only 3,000 Lekë per year, SIGAL covers his material damages up to 1 million Lekë. The model is similar to that applied in several European countries: In Germany, damages below 0.5 ‰ are covered without signs of disability; in France, the limit is 0.3 ‰; in Austria and Switzerland, coverage is included as an additional clause in CASCO insurance for levels below 0.3 ‰.

"Any type of indicator above zero while driving makes you a user of alcoholic beverages. We cannot avoid this, because the law is above everything and prevails over everything else. For these people who are found to be drunk, who have been drinking or who are driving and cause accidents, we want them to no longer have financial responsibility. How is this resolved?
Anyone can get a TPL and can also take this type of responsibility, which costs very little — 3 thousand lek per year — and covers you in case you cause an accident. It covers you for all the material damages caused, for which to date the companies have returned to you with a lawsuit for restitution, and the values are not small, because they are considerable.
SIGAL has found the solution and says: if you are found by the police and have caused an accident, the material damage will be covered up to 1 million lek by SIGAL and it will no longer happen that someone will come and ask you for the value that the insurance company has paid for you."

After the accident, if the driver of the vehicle has purchased "TPL Plus" and the police alcohol test that is determining the accident is below 0.5 mg/L, SIGAL will not ask you to return the monetary value of the damage paid to the third party.
With this product, SIGAL aims to demonstrate unwavering loyalty to customers, sharing the risk with them even in acute situations and, equally, demonstrating respect and recognition of tradition, which, often simply out of respect for the protocols of joy or sorrow, encourages the overcoming of even a small dose of alcohol.
SIGAL does this without giving up on calling on all drivers not to drive even under the slightest influence of alcohol, because it is a behavior that always carries legal responsibility and Albanian legislation punishes it quite a bit. SIGAL will only assume financial responsibility for material damages at an alcohol level of up to 0.5 mg/L, while legal responsibility, in the event of an accident or not, will always lie with the driver himself.
