The former mayor of Kukës Municipality, Safet Gjici, was arrested yesterday by order of SPAK, after the publication of a video-scandal with a girl in his office.
He is accused of the criminal offense of "passive corruption".
Intimate video
An intimate video published a few days ago showing Safet Gjici as the mayor of Kukës and Alma Kaçi as a representative of a private company dealing with the management of stray dogs has become the object of SPAK's investigation.
Kaçi appeared in the video offering oral sex to Safet Gjiçi in the office of the Kuka municipality institution.
Immediately after the publication of the initial video, Gjiçi, after announcing that he had resigned, explained that he had been in an intimate relationship with the girl for a long time.
But the release of the 13-minute-long raw footage blew Gjic's statement. Immediately after offering oral sex to the mayor, Alma Kaçi asked the latter to give her company the tender for the management of stray dogs in the northeastern city of the country.
According to SPAK, it is precisely this video where Gjici and Kaçi have consumed elements of the criminal offenses provided for in the legislation in force.
Based on the collected evidence, SPAK has asked the Special Court to impose the security measure of prison arrest for Safet Gjicin and house arrest for Alma Kaçin. The arrest warrants that were executed yesterday where Gjici was arrested in Tirana and Kaçi in Shkodër.
How many years in prison do Gjici and Kaçi risk?
The 51-year-old Safet Gjici is accused of the criminal offense of "passive corruption of high state officials or local elected officials" article 260 of the criminal code, where if the charge is proven, he can be sentenced to imprisonment from four to twelve years.
40-year-old Alma Kaçi is accused of the criminal offense "Active corruption of high state officials or local elected officials" article 245 of the Criminal Code, where if the charge is proven, she can be sentenced to imprisonment from 1 to five years.
