The Poçame Prosecutor's Office has closed the investigations for Fredi Beleri and Pandeli Kokaveshi, who were caught red-handed for buying votes.
SPAK accuses Beler and Kokavesh of "Active corruption in elections".
Fredi Beleri was arrested by order of the Vlora Prosecutor's Office two days before the May 14 elections.
Convicted twice, suspected of the massacre of Peshpia, with dubious education and filed for anti-Albanian activity, Beleri, whose name was changed to Dionisios Fredis Beleris, was caught red-handed buying votes.
On May 13, the Court of Vlora decided to leave Beleri in prison and transferred the case to SPAK, the Special Prosecutor's Office against Corruption and Organized Crime.
While on May 15, Fredi Beleri, who competed under the slogan of the "Bashke Fitomje" coalition of the duo Meta-Berisha, was declared the winner of the elections for the Municipality of Himara despite being behind bars.
Beler's arrest has caused a strong reaction from Greece, which threatened Albania that such decisions will have an impact on EU membership.
SPAK announcement
At the end of the preliminary investigations of criminal proceedings no. 111 of 2023, the Special Prosecutor's Office Against Corruption and Organized Crime submitted to the Special Court of First Instance for Corruption and Organized Crime (on 31.07.2023) the request for trial in charge of the defendants:
1.Dhionisios Alfred Beleri, charged with the criminal offense of "Active corruption in elections", committed in collaboration, provided by article 328 and 25 of the Criminal Code.
2. Pandeli Kokaveshi, charged with the criminal offense of "Active corruption in elections", committed in collaboration, provided by article 328 and 25 of the Criminal Code.
From the one-by-one and unitary analysis of the evidence administered during the investigation, such as the data obtained from audio/video interceptions, from telephone examinations, from examinations of computer expertise acts, from statements of persons who have knowledge of the criminal offense etc., it turns out that it is proven beyond any reasonable doubt that the defendant Dhionisios Alfred Beleri offered the citizen Arsen Rama the monetary sum of 50 euros for every person Arseni would find, who would vote for Beleri as a candidate for the mayor of Himara Municipality , in the local elections of 14.05.2023, while Arsen Rama himself has promised citizens the amount of 300 euros as a reward for the service he would perform.
The defendant Dhionisios Alfred Beleri gave the monetary sums to Arsen through the other defendant Pandeli Kokaveshi, who was his accomplice in committing this corrupt act and the latter gave the citizen Arsen Rama eight 5,000 Lek banknotes for eight people who would vote in favor of citizen Dhionisios Alfred Beleri.
In the specific case, the defendants have committed the criminal offense with illegal active actions in two forms, such as by promising and offering sums of money to the citizen Arsen Rama so that the latter could influence the will of other citizens to secure votes. in favor of the defendant Dhionisios Alfred Beleri in the local elections of 14.05.2023.
