Nine years ago, an important employee of the municipality of Himarë, named Arqile Bollano, who today holds the position of the commanding mayor of the municipality of Himarë, built a list of names for some residents of the area, who should be treated with land by the municipality of Himarë .
The construction of this list was argued with the fact that these families were not treated with agricultural land in 1991-1992, but because they were actual users of some plots of land, these areas should be recognized by the Himarë municipality.
At the time of the submission of the list of beneficiaries to the Municipality, Arqile Bollano was part of the working group in Himare municipality, where he completed the procedures that would announce the names of the beneficiaries of the land.
Precisely on this list was the name of Arqile Bollanos, the main person who led the working group for the treatment of people with land from the municipality of Himara.
According to the investigation file, it turns out that Bollano himself signed, verified and then turned out to be the beneficiary of two plots of land with a total area of 4900 m2 in the Himara area.
Bollano took ownership of two plots of land, where one of them, the property acquired by the municipal official, overlapped almost 80 percent on the property of a teacher in Himare. Such a fact has been proven through a topographical expert act carried out by the prosecutor's office that followed the case.
It turns out that the final signatory for the benefit of these two plots by the official Arqile Bollano and other persons, turns out to be the mayor of that time, Jorgo Goro, currently in prison for the charge of "Abuse of duty" related to the case of the land benefited in the area of Himara by Artan Gaçi, the husband of SP deputy Olta Xhaçka.
But this case against Jorgo Goro is only an episode documented by the Vlora prosecutor's office and then transferred to the SPAK special prosecutor's office.
After a second and more serious case involving Jorgo Goro and the commanding mayor of Himara himself, Arqile Bollano, is expected to deepen the scandal of grabbing public and private properties in the coastal area.
According to the investigative file, Jorgo Goro, in the capacity of the mayor of Himarë, has signed for the benefit of tens of thousands of square meters of land from some agricultural families.
The practice is compiled and argued in the form that these agricultural families were not treated with land during the year 1991-1992. And because these families had and had actual use of several plots of land in the area of Himara, these lands should be recognized by the municipality.
Among the actual users in the list of beneficiaries is Arqile Bollano, currently the commanding mayor of Himarë municipality. But from the verifications carried out by the prosecutor's office, it was found that during the compilation of this practice, 2015-2016, Bollano was part of the work group that built the list of beneficiaries.
Meanwhile, from a verification carried out by the prosecutor's office, it was found that Arqile Bollano should not have benefited from the ownership of the two plots of land, as it appears in the farmer's book that he was treated with land in 1991.

But this thing has not been taken into account, as the head of the Himarë municipality, Jorgo Goro, has not taken any measures to carry out verifications on the ground whether there are overlaps on these land surfaces or not, if there are constructions on these land surfaces permit or no permit, whether or not there are other ownership contenders for these land areas, whether the relationship between the borderers is regulated, etc.
Due to these consecutive violations and based on the legal position of Arqile Bollanos, who holds the function of the commanding mayor of the Himarë municipality, the prosecutor's office of Vlora decided to declare incompetence and transfer the file to the SPAK special prosecutor's office for further investigations.
It is now the prosecutor's office that is pursuing the case by combining the case with the file of Jorgo Goro, the arrested mayor of Himarë.
