Vlora has become the clearest symbol of a reality where the state does not protect the citizen, but serves crime. When justice, notaries and public institutions collaborate with corrupt individuals to steal property and manipulate the law, the honest citizen remains powerless, while thieves and fraudsters remain untouchable. This city shows that corruption is not accidental, but part of an organized network that closely links the state with crime.

The case of citizen Mentor Mustafaraj is the clearest example of how an individual with a criminal record can rob another's property, register as the owner in the mortgage and the state not only does not prohibit it, but protects it. The Vlora Court, with a final criminal decision dated 03.03.2025, has found the serious illegalities of notary Nefail Islamaj and the employees of the Vlora ASHK, proving that these institutions have directly collaborated to give Mentor Mustafaraj a property that does not belong to him. This is the essence of the problem: the Albanian state is not a victim of crime, but its accomplice.

The notary public, who should have been a guarantor of the law, has become a guarantor of fraud. Nefail Islamaj has drawn up agreements with falsified data about the owners and assets, allowing a representative without any power of attorney, such as Mentor Mustafaraj, to enter into contracts that are legally invalid. With these actions, the notary has committed the criminal offense of abuse of office, damaging the rights of the legal owners, in this case citizen Orjeta Opingari. But even though the court has confirmed the violations, the justice system is silent. In any normal country, such a notary would have been immediately expelled from the profession and would have been prosecuted. In Albania, he continues peacefully, because he is part of a chain that protects him.

ASHK Vlora, which should have been the institution of transparency and legality in property registration, has turned into an office where thefts are legalized. Its employees have registered the name of Mentor Mustafaraj as a co-owner in property no. 36/132, ZK 8602, bypassing every official document and in complete violation of the law. With these actions, they have committed the same criminal offense of abuse of office, but none of them has been punished. This shows that corruption in ASHK is not accidental, but systematic. We are not dealing with administrative negligence, but with deliberate cooperation between notaries, state employees and persons with political and financial connections.

The Albanian state has built a system where justice, instead of protecting the citizen, covers up crime. If an ordinary citizen had dared to forge a document, he would immediately end up in prison. But when a person with political or financial connections does the same thing, the doors of the institutions open. Justice acts selectively: strong against the weak, and submissive to those who have power.

Mentor Mustafaraj is not an isolated case, but the product of a state that operates in alliance with crime. He was previously convicted of threatening the president of the Vlora Court in 2012, and yet he continues to manipulate the system, register stolen property and challenge every court decision. He is the symbol of impunity that has destroyed citizens' trust in justice.

This case is not just a story of property theft. It is clear evidence that in Albania, justice, notaries and state administration have become servants of economic crime. Every court decision that is not implemented, every notary that is not punished and every official that is not dismissed, makes the state complicit. The silence of the institutions is approval of the crime.

Until the state truly breaks away from corruption and criminal networks that steal citizens' property, there is no justice, no order, and no state. Vlora today is the clearest reflection of this reality, a city where the law has become a tool in the hands of the corrupt and property has become loot for those who have friends in the system.

This is no longer a local problem; it is the complete failure of the Albanian state to detach itself from crime. When justice, notaries and public institutions function as accomplices in property theft, the honest citizen has no protection, while thieves remain untouchable. Vlora today is the clearest reflection of this reality: the law does not protect the citizen, but serves to cover up corruption and criminality./ Pamphlet

      Vlora Vlora !!!! O lum e përrua !!! Për 13 vjet u ndryshuan 18 drejtor kadastre nga tan kadavra... Secili fallsifikonte merrte pjesën dhe gradohej diku tjetër.....për të vazhduar më tej.. me vjedhje e fallsifikime...
