Something strange is happening in Albania. The government banned TikTok to protect the country’s youth from malicious social media. The president appointed an artificial intelligence chatbot as a cabinet minister to fight corruption. Now one of the country’s most popular comedians, famous for his wicked impersonations of long-serving leaders, is running for mayor of the capital.
The question arises: Does having a sense of humor and thinking outside the box help a small Balkan country join the European Union? Experts say, seriously, it can't hurt. Especially for Albania, which has long suffered from an image problem. Think: the Stalinist regime, then organized crime.
Albania must be doing something right, because it's a clear favorite to join the 27-nation EU.
Albania was once one of the most repressive (and least fun) countries on Earth. There are many words to describe Albania during the 40-year Cold War reign of its paranoid dictator Enver Hoxha, who built 750,000 bunkers to fortify the country against an imaginary invasion - but funny is not one of them.
Now Albania is a massive tourist destination. Tirana is one of the safest capitals in Europe.
It is also true that Albania is still struggling to cope with political corruption and powerful mafias that traffic desperate people and Colombian cocaine. But there is broad agreement in Brussels that the country has made strides to build a modern economy, protect media freedoms and promote the rule of law.
Currently, nine countries are in the long process of joining the European Union: Albania, Bosnia, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Turkey and Ukraine.
So far, the only country in the Western Balkans to have taken the step towards the EU is Croatia, since 2013. Today, Albania and Montenegro are widely seen as leading candidates for membership. In recent years, Europe’s centers have been wary of more drama, of another Hungary, another Viktor Orban, who often blocks consensus. But with the war raging in Ukraine, the EU may be more inclined to expand the bloc as a bulwark against an aggressive and expansionist Russia. And so it is looking east.
Albania has shown itself willing to experiment and think differently.
Earlier this year, Albania blocked access to TikTok for a year after the murder of a 14-year-old boy raised fears about the impact of social media on children.
In September, the prime minister appointed a robot generated by artificial intelligence as a minister to review public procurement bids to ensure they are free from corruption and human influence. Her name is Diella. Her avatar is dressed in traditional Albanian clothing. The avatar is a bit of a publicity stunt; the artificial intelligence part is very real. Experts are watching her closely.
Erjon Curraj, a researcher at Albania’s Center for Science and Innovation for Development, agrees that it makes sense to use artificial intelligence to review contracts, but thinks making “that” minister is risky. “It confuses a technical system with a political office, creates accountability gaps, amplifies data and security vulnerabilities, and risks turning governance into spectacle instead of substance.”
But spectacle may also be what sets Albania apart, as candidate countries are expected to share “European values” — and perhaps one of them is the ability to take a joke (and not arrest the joker).
Earlier this month, famous (in Albania) satirist Florjan Binaj announced his candidacy as an independent for mayor of Tirana. He is supported by the opposition Democratic Party.
Europe has had some experience with TV personalities who turned politicians. The most famous is Volodymyr Zelensky, the president of Ukraine, who rose to fame for playing a fictional president on the Ukrainian TV show “Servant of the People.” There was also comedian Beppe Grillo, leader of the populist Five Star Movement, who shook things up in Italy and was briefly banned from public television. (America, of course, had actor Ronald Reagan, not to mention the current White House occupant who was once a reality show star.)
Albania’s snap elections are scheduled for November 9 and are necessary because the former mayor of Tirana, Erion Veliaj, a member of the ruling party, was dismissed from office and is awaiting trial on alleged corruption charges, which he denies.
Binaj told The Washington Post that he was running to improve the quality of life for ordinary citizens in the capital, with better urban planning and more services. He said the city of his youth is overcrowded and doesn't have enough schools.

Dervishi tha se mendonte se gara për kryetarin e bashkisë kishte të bënte me më shumë sesa me atë se kush e drejton bashkinë. Është një provë e humorit politik të votuesve.
"Kandidatura e tij mund të lexohet si një simptomë e lodhjes me politikën tradicionale dhe një dëshirë për autenticitet, edhe nëse shprehet përmes sarkazmës", tha Dervishi.
Binaj tha se dëshiron ta çlirojë Shqipërinë nga politika e makinerive partiake në të dyja anët të majta dhe të djathta - për të sjellë më shumë të pavarur dhe profesionistë në qeveri, gjë që mund të ndihmojë gjithashtu në ngadalësimin e ikjes së trurit që sheh 40 përqind të shqiptarëve që jetojnë jashtë vendit. “Kemi dy rrugë përpara: korrupsionin dhe betonimin, ose ndryshimin me njerëz të ndershëm dhe profesionistë”, tha ai kur njoftoi kandidimin e tij.
Ndër personazhet e tij të shumtë, Binaj bën një imitim të saktë të kryeministrit Edi Rama atij që promovon inteligjencën artificiale dhe ndalon TikTok i cili u rizgjodh së fundmi për një mandat të katërt.
Rama nuk është njeri me kostum gri. Ai është dukshëm popullor, nëse jo plotësisht ekstravagant. Një ish-basketbollist profesionist dhe një artist i trajnuar, ai preferon bluza, atlete në modë dhe kapele.
Rama është udhëheqës i Partisë Socialiste të qendrës së majtë, dhe gjithashtu ish-kryetar bashkie i Tiranës, ku një nga veprimet e tij të para në epokën post-komuniste ishte lyerja e blloqeve të apartamenteve gri të zymtë në stilin sovjetik me ngjyra të ndezura. Disa analistë e kanë quajtur Ramën një "populist eurofil". Ai është pro-Amerikan, pro-NATO, pro-BE.
Rama është gjithashtu paksa komedian vetë. Atij i pëlqen të bëjë shaka - madje edhe në samitet ndërkombëtare. Ai mund të jetë provokues - dhe ndonjëherë paksa ngacmues. Duke u shfaqur në një panel publik në qendrën e mendimit Chatham House në Londër javën e kaluar, Rama u tha atyre që kritikojnë Shqipërinë se duhet "ta mbyllin gojën".
Ai vlerësoi shqiptarët në Britani të cilët bëjnë gjithë punën e vështirë që britanikët nuk e bëjnë. Ai e tha këtë me një buzëqeshje, por shtoi se krahasuar me pjesën tjetër të Evropës që po grindet këto ditë, Shqipëria është “i rrituri në dhomë”.
Rama i tha audiencës së tij britanike – Stephen Doughty, ministri i shtetit për Evropën i qeverisë laburiste, i ulur pranë tij – se Brexit ishte një gabim kolosal dhe duhet të përmbyset.
"You left Europe because you wanted more investment. You have less investment. You left Europe because you wanted more happiness. Now you are depressed," he said.
Rama used to applaud Binaj and his impersonations, calling Binaj a “handsome, talented and educated boy, who among many small screen talents has stood out as my doppelganger on the most popular and creative television show,” in a Facebook post in 2020.
Now Rama is a bit more critical. He called Binaj’s candidacy a “desperate” move by the “swamp” opposition party, which has supported the comedian.
"But I don't judge the actor at all badly for the new role he took on, because actors have to have a job."
Andi Hoxhaj, a Balkans expert who teaches at King's College London, said the candidacy of an independent artistic activist like Binaj "should be seen as a positive sign of democratic openness and a sign of progress. It will reflect a diversification of voices and backgrounds entering politics, similar to developments we have seen in places like Italy and Ukraine."/ Washington Post
