Directors of Veliaj theft with tenders in Ujësjellës, at the club of Tirana and "Tirana Parking"
The names of the directors of the Municipality of Tirana who have been arrested and charged by SPAK are revealed.
At the request of SPAK, GJKKO has imposed 9 security measures, 3 of them are detention in prison, the other 6 are mandatory appearance.
It is learned that a security measure of arrest and imprisonment has been signed for Mariglen Qaton , former director of the Territory Protection Inspectorate (IMT) in the Municipality of Tirana and former director of UKT Redi Molla . SPAK has requested a second security measure for Taulant Tushen , former director of Public Works - Municipality of Tirana. The latter is in the cell for the affair with the incensator of Tirana.
While mandatory submissions are left:
Enton Punavija, Director of the Directorate of Transport and Road Traffic, Tirana Municipality;
Julian Zanaj, Director of Procurement;
Albano Janku, Directorate of Human Resources Planning;
Nestor Muhamellari, director of the company "5D Konstruksion" sh.pk;
Debora Keçi, head of the Tirana Sports Club;
Elantina Zere, director in the General Directorate of Cleaning and Greening.
Theft scheme
From the sources of evidence collected in the framework of the investigation of this criminal proceeding, reasonable doubts have been created that the citizens Redi Molla and Mariglen Qato are the real partners and "de facto" owners of the company "5D Konstruksion" sh.pk So they gave tenders themselves. More concret:
According to SPAK, the conducted investigations have proven the fact that in the period 2016-2020, during the time that the citizen Redi Molla exercised the function of the General Director of the company "Ujësjellës Kanalizime Tirana" sh.a, the trading company "Igor Elektrik" sh.pk the same as "VAS Konstruksion" sh.pk, the same as "5D Konstruksion" sh.pk, participated and was declared the winner in violation of public procurement rules in 7 (seven) procurement procedures, carried out by the contracting authority "Ujjesjellës" Sewerage Tirana" sh.a.
The fact has been proven that in the period 2016-2018, during the time that the citizen Mariglen Qato exercised the function of the Director of the Support Department in the company "Ujësjellës Kanalizime Tirana" sh.a., the above commercial entity participated and won in violation of the rules of public procurement in 4 (four) procurement procedures. In these procurement procedures, the citizen Mariglen Qato had the capacity of a member of the Bid Evaluation Commission and was part of the decision-making process for announcing the winner of the procurement procedure, for the commercial company in his possession.
The necessary evidence has been collected that proves the fact that the citizen Elantina Zere, in the capacity of the holder of the contracting authority "Tirana Parking", has favored in a procurement procedure the economic operator "VAS Konstruksion sh.pk" which is the same as "5D Konstruksion" sh.pk, creating unfair advantages and privileges for him, as well as declaring him the winner irregularly. The citizen Elantina Zere had direct communications with the citizen Nestor Muhamellari, administrator of the company "5D Konstruksion" sh.pk and the evaluation of the offers of the participants in the tender was done by the employees of the company "5D Konstruksion" sh.pk.
From the investigations carried out, the fact has also been proven that the citizen Debora Keçi, in the capacity of the holder of the contracting authority Sports Club "Tirana", has favored in a procurement procedure the economic operator "VAS Konstruksion sh.pk" which is the same as "5D Konstruksion" sh.pk , creating unfair advantages and privileges for him, as well as declaring him the winner irregularly. The citizen Debora Keçi had direct communications with the citizen Nestor Muhamellari, administrator of the company "5D Konstruksion" sh.pk and the evaluation of the offers of the participants in the tender was made by the employees of the company "5D Konstruksion" sh.pk, giving the holder of the authority contractor citizens NM users of KVO members. / Pamphlet
