Three days later came the second blow, against an organization responsible for at least 50 tons of cocaine heading to the ports of the Netherlands and Belgium, with ten arrests and 491 assets under seizure worth around 150 million euros, in Tirana, Durrës, Elbasan, Lezhë, Shkodër, Himarë and Saranda.
Both files describe the same mechanics. Cocaine proceeds came in "cash" to avoid banks, passed through fictitious purchases of equity shares and loans between related persons, and ended up in real estate, mainly in construction and hotels. Tirana and the southern coast appear in both cases as the washing machine where concrete turns dirty money into legitimate assets.
But against this backdrop, a question arises. Dajlan Avdia, a German citizen born in 1968 in Tirana, former owner of APEX, the largest gambling company in the country, money launderer of the prime minister's mafia, has not been touched by any file. Behind the millions of euros of investments that Avdia has made in towers and resorts in Tirana and Saranda, lie dirty financing with drug sources and money laundering of the government mafia, whose business is carried out through cross-border structures in Austria, the Netherlands, the Czech Republic, Germany, London and Dubai.
In the book "Albanian Files" , Avdia has an important role because he was given gigantic projects; a book that SPAK is also investigating, but Dajlan Avdia will probably never be investigated due to his connections in the judiciary and with the close circle of the prime minister's brother.
"Blue Holding" with NIPT L5170720A, established on May 1, 2015, 100 percent owned and administered by Avdia. On June 1, 2018, a few months after gambling was outlawed, Avdia sold 16 percent of APEX-AL's shares with NIPT K62016002B to the Austrian company "Apex Enterprise GmbH" with address Apex Strasse 1, 4293 Gutau, Austria, for around 500 thousand euros.
After selling the gambling shares, Avdia moved into construction through "Techno-Alb" sh.pk, "Invest Society" sh.pk and "TDT & Partners" sh.pk, with partners brother Glendi Abdi (Gledi Avdia) and Natasha Mata, who we will talk about below. But Avdia's most ambitious project is not in Tirana. In July 2024, the National Territorial Council approved the permit for the Lëkurës resort in Saranda, 680 thousand square meters below the Lëkurës Castle, with thousands of villas and a 5-star hotel with 140 rooms.
